Yenilenebilir enerji kaynakları açısından jeotermal enerji ve istihdam yaratma potansiyelinin değerlendirilmesi: Aydın ili örneği

Abstract

Küreselleşen dünyada ülkeler hızlı bir kalkınma yarışına girmişlerdir. Ülkelerin ekonomik kalkınmanın temel unsuru olan enerji kaynaklarına gün geçtikçe daha çok ihtiyaçları artmıştır. Artan bu enerji ihtiyacının fosil yakıtlardan karşılanması, dışa bağımlılığın yanısıra küresel ısınma gibi önemli çevre sorunlarını ve sağlık problemlerini de beraberinde getirmiştir. Ülkeler, yaşanan bu sorunları bertaraf etmek ve kalkınmanın devamlılığının sağlanması adına sürdürülebilir kalkınma anlayışına yönelmişlerdir. Dolayısıyla üretim için gerekli olan enerji, sürdürülebilir kalkınma anlayışı ile yenilenebilir enerji kaynaklarına evrilmeye başlamıştır. Bunun nedeni, yenilenebilir enerji kaynaklarının, ekonomik olması, çevre ve toplum sağlığını olumsuz etkilememesi ve kullanımdan sonra tükenmemesidir. İşte ülkelerin bir yandan kalkınma yarışı içerisinde olması, diğer yandan kalkınmanın devamlılığını da gözetmeleri, onları, yenilenebilir enerji kaynaklarına yöneltmiştir. Öyle ki, sürdürülebilir kalkınma anlayışına yönelim ile bu anlayışı tamamlayan yenilenebilir enerji kaynaklarının kullanımı paralellik göstermiştir. Yenilenebilir enerji kaynaklarını avantajlı kılan bir diğer etken de, son yıllarda gündemde olan istihdam yaratma potansiyelidir. Yenilenebilir enerji kaynaklarının sahip olduğu bu potansiyel son yıllarda birçok çalışmaya konu olmuştur.Bu çalışmada yenilenebilir enerji kaynaklarının istihdam yaratma potansiyelini daha iyi değerlendirebilmek amacıyla Dünyada ve Türkiye'de son yıllarda kullanımında hızlı bir gelişme yaşanan jeotermal enerji kaynakları ele alınmıştır. Bu amaç doğrultusunda, genel literatür taramasının yanında, Ege Bölgesi içinde bulunan Aydın İli'ni kapsayan nitel bir çalışma yapılmıştır. Bu çerçevede, Aydın İli'nde bulunan sekiz jeotermal enerji işletmesinde görevli ile yüz yüze görüşme tekniği uygulanmıştır. Görüşme formunda yarı yapılandırılmış sorular uygulanmış ve elde edilen bulgular sonucunda, Aydın İli Bölgesi'nde çok sayıda jeotermal enerji tesisi bulunmasına karşın istihdam fırsatlarının arzu edilen düzeyde olmadığı görülmüştür. Bu çerçevede, istihdam potansiyeli yönünden ulusal düzeyde gerek mevzuatın güncelleşmesi gerekse devlet desteğinin sağlanması sürdürülebilir kalkınmaya önemli kazanımlar sağlayacağı düşünülmektedir.ANAHTAR SÖZCÜKLER: Yenilenebilir Enerji, Jeotermal Enerji, İstihdam Potansiyeli, Aydın İli

In globalizing World, all countries are in for development. Countries' need for their energy development, which are the basic inputs of economic development, has increased day by day. The increasement of this energy need from fossil fuels has brought along not only external dependence but also environmental problems like global warming and health problems. The countries have turned to the sustainable development approach in order to eliminate these problems and to ensure the continuity of development.Therefore, the energy required for production has begun to evolve into renewable energy sources with the concept of sustainable development. This is due to the fact that renewable energy sources are economical, they do not adversely affect the health of the environment and the public and do not run out after use. The fact that the countries are in the development race and on the other hand, providing the continuity of development, directed them to renewable energy sources. Thus, the use of renewable energy resources that have complemented this understanding with the orientation towards sustainable development approach has shown parallelism. Another factor that makes renewable energy resources advantageous is the potential for employment generation on the agenda in recent years. This potential of renewable energy sources has been the subject of many studies in recent years.In this research, geothermal energy sources, which has rapid development in usage in recent years both in Turkey and the World, is discussed in order to evaluate the potential of providing employment of renewable energy sources. According to this purpose, in addition to the general literature review, a qualitative study including Aydın Province in the Aegean Region was conducted. face-to-face interview technique was applied to eight geothermal energy companies in Aydın Province within this scope. In the interview form, semi-structured questions were applied and as a result of the findings, although there were many geothermal energy facilities in Aydın Province, employment opportunities were not at the desired level. In this context, it is considered that both the updating of the legislation at national level and the provision of state support in terms of employment potential will provide significant gains to sustainable development.KEYWORDS: Renewable Energy, Geothermal Energy, Employment Potential, Aydın Province
