Kamu politikası bağlamında Türkiye`nin uluslararası göç politikaları

Abstract

Göç insanlık var olduğundan beri süregelen bir olgudur. Uluslararası göç; göç veren, göç alan ve transit konumdaki ülkeleri ekonomik, sosyal, kültürel ve siyasi alanlarda etkileyen bir süreçtir. Bu nedenle ülkeler kendilerini ciddi bir biçimde etkileyen uluslararası göçlerden korumak ve bu süreci daha iyi yönetebilmek için politikalar geliştirmektedirler.Türkiye jeopolitik konumu itibariyle her türlü göçün yaşandığı bir ülkedir. Cumhuriyetin kuruluşundan bu yana Türkiye yoğun şekilde göç almıştır. Cumhuriyetin ilk yıllarında Türk soy ve kimliğinden göçler kabul edilmiştir. Ancak özellikle 1980'lerden itibaren büyük çaplı sığınma ve düzensiz göçlere maruz kalmıştır. Bu nedenle Türkiye, göç olgusunu daha iyi yönetebilmek ve göçün olumsuz etkilerinden korunabilmek için yeni göç politikaları oluşturmaya yönelmiştir. Çalışmanın konusu Türkiye'nin uluslararası göçlere yönelik oluşturduğu politikalarıdır. Çalışmanın sorunsalı coğrafi konumu sebebiyle kuruluşundan günümüze kadar yoğun bir biçimde uluslararası göçlere maruz kalan Türkiye'nin bu süreci sağlıklı bir biçimde yönetmeye yönelik yeterli politikalar geliştiremediğidir. Bu bağlamda çalışmanın amacı Türkiye'deki uluslararası göç olgusunun analiz edilmesi ve buna yönelik olarak oluşturulan kamu politikalarının irdelenmesidir. Çalışmanın ilk bölümünde kamu politikası kavramına yer verilmiştir. İkinci bölümde göç olgusu ayrıntılı bir biçimde incelenmiştir. Üçüncü bölümde ise Türkiye'de gerçekleşen uluslararası göç hareketleri ve buna yönelik Türkiye'nin oluşturduğu kamu politikaları ele alınmıştır. Migration has been an ongoing issue since the beginning of humankind. International migration is a process that affects immigrant sending, receiving and transit countries in economic, social, cultural and political aspects. Therefore, countries develop policies to protect themselves against the severe impact of international migration and to better manage this process.Due to its geopolitical position, Turkey is a country experiencing all kinds of migration. Since the establishment of the Republic, Turkey has received immigrants at a higher rate. In the early years of the Republic, migrations from Turkish ancestry and identity were accepted. However, it was subject to large-scale asylum and irregular migrations, especially since the 1980s. Therefore, Turkey has focused on creating new migration policies in order to better manage the migration phenomenon and to protect itself from the negative effects of migration.The subject of the study is Turkey's policies towards international migration. The study questions the inadequate policies developed to manage this process in a healthy way in Turkey, which has been subjected to intense international migrations since its establishment due to its geographical location. In this context, the study aims to analyze the phenomenon of international migration in Turkey and to investigate the public policies developed in this regard. The first part of the study discusses the concept of public policy. In the second section, the phenomenon of migration is discussed in detail. In the third section, the international migration movements in Turkey and regarding public policies in Turkey are discussed.
