Spor Genel Müdürlüğü merkez ve taşra teşkilatları üzerine yapılan çalışmaların analizi: Bir meta-sentez çalışması

Abstract

Bu araştırma, Türkiye' deki Spor Genel Müdürlüğü ve Gençlik ve Spor Bakanlığı üzerine yapılmış çalışmalar dikkate alınarak, spor yönetimine ilişkin mevcut durumu, yapılan tüm araştırma bulguları ve sonuçlarından yola çıkılarak meta-sentez yöntemi ile ortaya koymak amacına yöneliktir. Bu çalışmada hem nicel hem de nitel araştırma bulgularını sentezlemek için nitel araştırma deseni olan meta-sentez araştırma yöntemi kullanılmıştır.Spor Genel Müdürlüğü üzerine yapılmış olan dâhil edilme ve hariç tutulma işlemleri çerçevesinde bu meta çalışmanın amacına hizmet edebilecek, nitel veya nicel araştırma yöntemlerini kullanarak 1994-2018 yıllarında hazırlanmış 20 Doktora Tezi, 62 Yüksek Lisans Tezi ve 72 Makale araştırma kapsamına alınmıştır.Meta-Senteze dahil ettiğimiz çalışmalar; konusu, genel amaçları ve elde edilen sonuçlarına göre 6 ana tema, 46 alt tema altında gruplandırılmıştır. Çalışmaların dağılımlarına bakıldığında, 22 çalışma, 8 alt tema ile `Gençlik ve Spor Hizmetleri`, 50 çalışma, 9 alt tema ile `Spor Yönetimi`, 60 çalışma, 15 alt tema ile `Örgütsel Davranış`, 8 çalışma, 2 alt tema ile `Gençlik ve Spor Politikaları`, 20 çalışma, 6 alt tema ile `Liderlik ve Yöneticilik`, 9 çalışma 6 alt tema ile `İnsan Kaynakları` temaları yer almaktadırSonuç olarak, spor örgüt yapısının yeniden düzenlenmesi ve bu düzenlemenin spor ve gençlikle ilgili sivil toplum kuruluşlarının fikirleri alınarak özerk bir yönetim yapısı oluşturulması, oluşturulan yapının siyasi iktidarların egemenliğinden uzak ve politikaların spor hizmetlerinin daha verimli ve sporun halka yaygınlaştırılmasını sağlayacak şekilde belirlenmesi gerektiği ortaya çıkmıştır. Ayrıca spor örgütünün bütün kademelerinde, halkla ilişkiler, insan kaynakları, zaman yönetimi, kariyer planlama gibi konularda sürekli eğitimlerin düzenlenmesi gerektiği söylenebilir. Bunun yanında, spora ayrılan bütçenin artırılması ve spor tesislerinin, bölge halkının ihtiyaç istek ve görüşleri doğrultusunda, bölgenin iklim şartlarına ve demografik özelliklerine uygun şekilde planlanması gerektiği ortaya çıkmıştır.Anahtar Kelimeler: Spor Genel Müdürlüğü, Gençlik ve Spor, Spor Yönetimi, Meta-sentez.

This study aims to reveal the existing situation of sports management by considering the studies that have been done on the Department of Sports Services and the Ministry of Youth and Sports In this study the method of Meta-Syntheses which is a design of qualitative research has been used in order to synthesize both the quantitative and qualitative research results.This study includes 20 Doctoral Thesis, 62 Post Graduate Thesis and 72 articles that have been made on the Ministry of Youth and Sports between 1994 and 2018. These thesis and articles have been prepared by using quantitative and qualitative research methods that can serve to the aim of the meta study.The studies we included to the Meta-Synthesis are divided into 6 main themes and 46 subthemes according to their subjects, goals and results. When we look at the distributions of the studies we can see that there are 22 studies 8 subthemes `Youth and Sports Services`, 50 studies with 9 subthemes `Sports Management`, 60 studies with 15 subthemes `Organizational Behaviour`, 8 studies with 2 subthemes `Youth and Sports Policies`, 20 studies with 6 subthemes `Leadership and Management`, 9 studies with 6 subthemes `Human ResourcesAs a consequence, sports organizations need to be renewed and organizations should be prepared by taking non-governmental organizations opinions. Organizations should be apart form political powers and politics should be determined more productively in order to generalise the sports to community. Moreover, we can say that there should be educations about public relations, human resources, time management and career planning at the whole levels of sports organizations. Besides that, sports budgets should be increased and sports centres should be planned properly according to the public needs and desires, weather conditions of the region and population characteristics.Key Words: The Department of Sport Services, Youth and Sport, Sport Management, Meta-Syntheses.
