Osmanlı - Fransa ilişkileri ve kapitülasyonlar (XVI.-XVII. yüzyıllar)

Abstract

Bu çalışmada Osmanlı-Fransa ilişkilerinin başlangıcından 17. yüzyılın sonuna kadar olan süreci ahidnameler kapsamında ele alınmıştır. 16. yüzyılın ortasında başlayan ve siyasi, ekonomik ve askeri yönlü gelişme gösteren bu ilişkiler, 17. yüzyıla doğru ağırlıklı olarak ekonomi ve ticari bir boyut kazanmıştır. İlişkilerin bu şekilde gelişmesinde ve uzun süre devam etmesinde ahidnameler önemli bir rol oynamıştır.Çalışmamızın birinci bölümünde 16. yüzyılın ortasından 17. yüzyılın sonuna kadar olan ilişkiler, Osmanlı Devleti'ne gelen Fransız elçiler ve onların yaptıkları faaliyetler çerçevesinde ele alınmıştır. İkinci bölümde ise birinci bölümün devamı niteliğinde olarak 17. yüzyıldaki siyasi, sosyal, askeri ve ekonomik ilişkilere yer verilerek bu yüzyılda Osmanlı topraklarında görev yapan Fransız elçilerinin faaliyetlerinden bahsedilmiştir. 16 ve 17. yüzyılda Fransa'ya tanınan ahidnamelerinin anlatıldığı ve tek tek tüm maddelerinden bahsedildiği üçüncü bölümün ardından dördüncü bölüme yer verilmiştir. Son bölümün yer aldığı dördüncü bölümde Fransa Ahkâm Defterleri kullanılarak 17. yüzyıl ahidnamelerinin uygulanması tartışılmıştır. Son olarak sonuç kısmında tezde ulaşılan ve ulaşılamayan savlara yer verilerek çıkarımlarda bulunulmuştur.

In this study, the process from the beginning of the Ottoman-French relations until the end of the 17th century was taken up in the context of the treaties. These relations, which started in the middle of the 16th century and developed politically, economically and militarily, gained an economic and commercial dimension predominantly towards the 17th century. Ahidnames played an important role when relations developed in this way and for a long time.In the first part of our work, the relations from the middle of the 16th century to the end of the 17th century were handled by the French ambassadors from the Ottoman Empire and their activities. In the second part, the political, social, military and economic relations of the 17th century are mentioned as the continuation of the first chapter and the activities of the French ambassadors working in the Ottoman territories during this century are mentioned. In the 16th and 17th centuries, a fourth section was given after the third chapter, in which all the details of the aids described to France were mentioned. In the fourth chapter, where the last chapter took place, the application of the seventeenth-century auctions by using French Ahkâm Books was discussed. Finally, in the conclusion section, the arguments reached in the thesis and the inaccessible arguments were included.
