Türkiye`de sosyal sigortalar kurumu ve sosyal politikada yapısal dönüşüm

Abstract

Dünya'da ve Türkiye'de yirmi yıldır sürekli gündeme gelen, sosyal politikada ve sosyal güvenlikte ?yapısal? olarak adlandırılan köklü değişmeler yaşanmaktadır. Bu dönüşüm, kapitalizmde özellikle İkinci Dünya Savaşı sonrası dönemde toplumsal uzlaşma anlamına gelen Keynezyen anlayış ve politikaların terkedilerek, ?neoliberal? olarak tanımlanan, yeniden eski ?liberal? iktisadi anlayışın benimsenmesi şeklinde tanımlanmaktadır.1970'lerden itibaren dünyanın gelişmiş kapitalist ülkelerinde yaşanan bu yapısal dönüşüm 1980'lerden itibaren Türkiye'yi de etkisi altına almıştır. Türkiye'de de, diğer iktisadi ve toplumsal alanlarda olduğu gibi, sağlık ve sosyal güvenlik sistemlerinin de özelleştirilmesi gündeme gelmiştir. Bu anlamda, sosyal politikada yapısal bir dönüşüm yaşanmaktadır.Ülkemizin kapsamı en geniş sosyal güvenlik kurumu olan ve 2006 yılında Sosyal Güvenlik Kurumu'na ?devredilen? Sosyal Sigortalar Kurumu'nun tarihsel dönüm noktaları, Türkiye'nin sosyal politika ve sosyal güvenlik alanlarında tarihsel gelişimini gözlemleme olanağını vermiştir.

Radical changes, which are termed as `structural` and constantly appear on the agenda for twenty years, are witnessed in the world as well as in Turkey in social policy and social security. This transformation is defined as leaving the Keynesian understanding and policies, which meant social consensus in capitalism particularly after the Second World War Period, and adopting the old ?liberal? economics, now under the guise ?neoliberalism?.This structural transformation that occurred in the advanced capitalist countries of the world starting from the 1970s has become affecting Turkey from 1980s onwards. In Turkey, just as it was in other economic and social fields, the privatization of health and social security systems came on the agenda. In this sense, a structural transformation has been witnessed in social policy.Because the Social Insurances Institution, which was ?transferred? to the Social Security Institution in 2006, is one of the old-established institutions in Turkey and has the widest scope among social security institutions, it provides an opportunity for observing the historical development of Turkey in the fields of social policy and social security.
