Modernleşen Türkiye`de beden ve nüfus politikaları: Hıfzıssıhha, terbiye, öjeni

Abstract

Modernleşen toplumlarda beden giderek artan bir biçimde siyasal söylem ve pratiklerin nesnesi olmaktadır. Beden politikalarının temel özelliği tıbbi bilginin siyasal süreçleri dönüştürmesidir. Siyasetin tıbbileşmesi ve tıbbın siyasileşmesi modernleşen toplumlarda beden politikalarının en önemli göstergesidir. Bedene yönelik politikalar tıp ve siyasetin bütünleşmesiyle gerçekleşmektedir. Bu tezde modernleşen Türkiye'de beden politikalarının ortaya çıktığı tarihsel ve siyasal koşullar çalışılmıştır. Araştırmada öncelikle Osmanlı Devleti'nin son dönemindeki nüfus ve bedene yönelik politikalar incelenmiştir. Tezin bu bölümünde 19. yüzyılda Osmanlı Devleti'nde nüfus ve bedeni ilgilendiren yasalar, söylemler ve kurumlar incelenmektedir. Bu çalışmada esas olarak erken Cumhuriyet döneminde Türkiye'de gerçekleşen beden ve nüfus politikaları ele alınmıştır. Modernleşen Türkiye'de beden ve nüfus politikaları, biyopolitika kavramından hareketle analiz edilmektedir. Çalışmada erken Cumhuriyet döneminde Türkiye'de gerçekleşen beden ve nüfus politikaları üç temel başlık altında ele alınmaktadır: Hıfzıssıhha, terbiye ve öjeni. Hıfzıssıhha bölümünde tıbbi söylem ve kurumlar üzerinden bedenin tıbbileştirilmesi tartışılmaktadır. Terbiye bölümünde bedeni normalleştirmeye, disiplinli ve üretken hale getirmeye yönelik politikalar tartışılmaktadır. Öjeni bölümünde ise bedene yönelik öjenist söylem ve pratikler incelenmektedir. The body is increasingly becoming the object of political discourse and practices in modernizing societies. The main feature of body politics is that medical knowledge transformes the political processes. Medicalisation of politics and politicization of medicine is the most important indicator of body politics in modernizing societies. The policies regarding the body are carried out thanks to the medical and political integration. In this thesis, historical and political conditions of modernizing Turkey in which body politics were practiced are studied. In my research, firstly, the policies regarding the population and the body during the last period of the Ottoman Empire were analysed. In this section of the thesis, laws, discourses and institutions concerning the population and the body during 19th century in the Ottoman Empire are examined. However, the study mainly discuss the population and body politics took place in the early republican period of Turkey. The population and body politics in modernizing Turkey are analyzed in the context of the biopolitics concept. The population and body politics in the early Turkey is discussed under three main headings: Hygiene, discipline and eugenics. The medicalisation of the body by medical discourse and institutions is discussed in the hygiene section. And, in the discipline section, the policies aiming at normalizing the body, and making the body disciplined and productive are discussed. As for the eugenics section, the eugenics discourses and practices towards the body are analysed. Key Words: Modern Turkey, body politics, biopolitics, hygiene, discipline, eugenics.
