Okul öncesi eğitim yapılarında pasif yangın güvenlik önlemleri

Abstract

Okul öncesi eğitim, zorunlu ilköğretim çağına gelmemiş, 3, 4 ve 5 yaş grubundaki çocukların eğitimini kapsar. Çocukların fiziksel, zihinsel, duygusal ve sosyal yönlerden gelişmelerini sağlayan ve onları ilkokula hazırlayan bir eğitim dönemidir. Okul öncesi eğitim yapıları, kullanıcıları sebebiyle, güvenlik konusunda diğer okul türlerine göre daha dikkatli olmayı gerektirir. Binalardaki can güvenliğini sağlama hususunda en kritik konulardan biri yangın güvenliğidir. Türkiye yangın mevzuatında okul öncesi eğitim yapılarıyla ilgili özel bir hüküm yoktur. Oysaki başkalarının desteğine muhtaç kullanıcıları olan yapıların mevzuatta detaylandırılması gerekir. Tezin amacı; okul öncesi eğitim yapılarındaki yangın güvenlik önlemlerinin en doğru şekilde ele alınarak yapılmasına katkı sunmaktır. Mevzuattaki eksiklikleri, alan çalışmasında kullanılan projeler aracılığıyla belirlemek ve yangına karşı daha güvenlikli okul öncesi eğitim yapıları inşa etme konusunun yeniden gözden geçirilmesini sağlamaktır. Tez kapsamında okul öncesi eğitim yapıları, pasif yangın güvenlik önlemleri bağlamında incelenmiş, ulusal ve uluslararası mevzuattan yararlanılarak yangını önlemeye dönük performans kriterleri oluşturulmuştur. Milli Eğitim Bakanlığı okul öncesi eğitim yapıları tip projelerinden seçilen iki proje, bu performans kriterlerine göre değerlendirilmiştir. Bu değerlendirmeler ışığında, Türkiye yangın mevzuatında okul öncesi eğitim yapıları için; binanın yerleşim yeri, kat adetleri, dersliklerin bina içindeki konumu, kompartıman alanları, yapı malzemeleri, çıkış sayıları, kaçış yolu genişlikleri, derslik kapı yönleri, kaçış pencereleri, algılama ve uyarı sistemini gerektiren mimari şartlar ve yağmurlama sistemini gerektiren mimari şartlar konularının yeniden gözden geçirilerek bir revize yapılması gerektiği sonucuna ulaşılmıştır.

Pre-school education covers the education of children aged 3 years, 4 years and 5 years who are not in compulsory primary education. It is a period of education that provides children's physical, mental, emotional and social development and prepares them for primary school. Preschool education buildings require more caution than other types of school due to their users. Fire safety is one of the most critical issues in the safety of buildings. Turkey fire legislation has no specific provision regarding to pre-school education buildings. However, these buildings'users which are in need of the support of others need to be detailed in the legislation. The aim of the thesis is; to contribute to the realization of fire safety measures in preschool education buildings. To identify the deficiencies in the legislation through the projects used in the study and to revise the issue of building more safe pre-school education buildings. Within the scope of the thesis, the pre-school education buildings were examined in the context of passive fire safety measures, and the performance criteria for the prevention of fire were created by utilizing national and international legislation and two projects selected from the Ministry of National Education type pre-school education projects were evaluated according to these performance criteria. In the light of this assessment, concluded that; pre-school education buildings in Turkey fire regulations; location of the building, number of floors, location of the classrooms in the building, compartment areas, building materials, exit numbers, escape route widths, classroom door directions, escape windows, architectural conditions that require the detection and warning system and the architectural conditions that require the sprinkler system should be reviewed and a revision should be done.
