Lüks konut site sakinleri ile gecekondu sakinlerinin gündelik hayatı: Ataşehir Barbaros Mahallesi

Abstract

Geçmişten bugüne benimsenen kentsel politikalar, politikaların uygulanışı ve değişim hızı farklılık göstermeye başlamıştır. Bu değişim, sadece kentleri değil, kentte yaşayan insanların da hayatlarını etkilemiş ve 20 yıl öncesine kadar yaygın olmayan lüks konut siteleri, alışveriş merkezleri, geniş yollar, çeşitli ulaşım araçları hayatın rutininde varlığını ispat ederek benimsenmiştir.Günümüzde lüks konut siteleri; otoparkı, sosyal tesisleri, alışveriş merkezleri, spor alanları, temizlik hizmetleri gibi imkânlarıyla yaşam alanı olarak görülüp, sadece barınma amaçlı değil, birçok ihtiyaca kolay erişebilme, statü sahibi olma ya da yatırım yapma düşüncesiyle alınmaktadır. Siteler, etrafını çevreleyen duvarlar ile mahalleden soyutlanmakta ve kendi site yönetimleri ile de bir nevi özerkliğini ilan etmektedir. Siteler haricinde yine kentlerde büyük bir alanı kapsayan bir diğer yaşam alanı ise gecekondulardır. Gecekondu, yasa dışı konut olarak adlandırılan, bir dönem inşasına af kanunları ile göz yumulmuş, günümüzde ise kentsel dönüşümün ilk muhatap alanlarıdır.Lüks konut site sakinleri ile gecekondu sakinlerinin mekânsal pratikte gündelik hayat farklılıklarını ortaya koyan bu araştırma, İstanbul'un son zamanlarda gözde ilçesi Ataşehir'in, 17 mahallesinden biri olan Barbaros Mahallesi üzerinden incelenmektedir. Araştırmanın amacı, lüks konut site sakinleri ile gecekondu sakinlerinin gündelik hayat farklılıklarını ortaya koymak, bu farklılıkların oluşmasında kentsel politikaların ve üretilen mekânın etkilerini tartışmaktır. Bunun için tarihsel süreçte benimsenen kentsel politikalar incelenerek, günümüz durumu ele alınmış ve Barbaros Mahallesi'nde, gecekonduda ikamet edenler ile lüks konut sitelerinde ikamet edenlerin gündelik hayatları araştırılmıştır. Gündelik hayat analizinde mahalle sınırları içinde bulunan gecekondular ile Uphill Court ve Varyap Meridian siteleri örneklem alınarak, buralarda yaşayan kişilerden katılımcılar belirlenip mülakat gerçekleştirilmiştir. Mülakatlar sonucu, gündelik hayat farklılıklarında yaşam alanının rolü sorgulanmıştır.

Adopted urban policies, implementation of these policies and rate of change differ from past to present. This change has changed not only the cities but also the life of the urban people and luxury housing estates, malls, wide roads and various transportation tools which were not broad until 20 years before have been adopted with proving their existence in the daily life.At the present time, luxury housing estates have been considered as a life space with its auto parks, recreational facilities, malls, sport facilities, cleaning services and purchased with the idea, not only of being housing but also to meet the needs, to have a status and to invest. Sites, have been abstracted from the neighbourhood by the walls around and announced sort of autonomy. Other life space other than housing estates is slums. Slum is an illegal house which was built at the time of an amnesty law and urban transformation addressee of the day.This study which exhibits the daily life differences of the luxury housing estate and the slum residents at the spatial practice is being searched over Barbaros Neighbourhood, one of the neighbourhood of Ataşehir, lately popular district of Istanbul. Main aim of the research is to exhibit the differences between the daily lives of the housing estate and neighbourhood habitants, to discuss the impact of the urban policies and produced space. For this, adopted urban policies in the historically process were analyzed, current situation has been handled and the daily lives of the luxury housing estate and slum residents' of Barbaros Neighbourhood. Slums, Uphill Court and Varyap Meridian which are within the boundaries of the neighbourhood have been sampled and interviews have been done with the residents of these spaces. In the consequence of the interviews, the role of the life space at the daily life differences have been questioned.
