dc.description.abstractSUMMARY Turkey has been exerting great efforts to join in the Community (formerly, European Economic Community) since 1960's. From the very beginning, Many researches were completed, many reports and dissertations were presented. The prospective problems and harmonisation questions with EC system and countries were emphasised by the experts on the subject. In this dissertation, I have dealt specifically with the Local Administrative Dimension of the question have not only concentrated on how far our administrative standards are close to those of EC Countries and What should be done to attain integration with the EC countries but also have given relatively greater importance on what Jcind of administrative standards we have to establish in the ongoing globalization in the modern world where the industrial era has ended and the new information age is being vitalised. Consequently, I have tried to find universal rules that we have to put them into practice regardless of The EC accepts Turkey or not. Because, even Turkey will not be accepted as a new member, It will absolutely continue to be a member of the modern, contemporary world for ever. In the systematic of my dissertation, I categorised the subject as follows; In the first section, I have given descriptive information on the historical development of the EC, concepts of EC law, the institutions of the EC and the recent developments in EC (such as, Single European Act and Maastricht Treaty) and lastly, I mentioned about historical relations between Turkey and EC beginning from Ankara Treaty up to now. In the second chapter, the Local government system in the EC Countries has been presented, dealing with every single member of 12 EC Countries. In the third chapter, the Local Government System in Turkey has been mentioned without comment, referring to Constitutional and legal texts. In the fourth chapter, The Local Government System in Turkey has been criticised referring to the comments of the authors, technicians and to the articles appeared in the mass media. The questions and the proposed solutions to those problems have been presented. In the last section, which is named as `The Local Government System in Turkey as an applicant country to the EC for full membership and a new administrative model`, has been allocated particularly to our own opinions on `How should be our local government system to solve the current administrative chaos and to achieve an universal standard. The model has been explained in details giving practical examples. At the end of the dissertation, an index has been included to help the reader to find the related subject easily.en_US
