Kırım Savaşı`nın Osmanlı İmparatorluğu`na ekonomik etkileri ve iaşe sorunu

Abstract

Tezimin konusu, Kırım Savaşı'nın (1853-1856) Osmanlı İmparatorluğu'na ekonomik etkileri ve savaş dolayısıyla ortaya çıkan iaşe sorunudur. Kırım Savaşı'nın, Osmanlı İmparatorluğu ile Avrupa devletlerinin 19. yüzyıl tarihinde önemli bir yeri olan bir savaştır. Konuyu, arşiv belgeleri ile savaş süresince çıkan gazetelerdeki haberler çerçevesinde hazırladım.Birinci bölümde, Kırım Savaşı'nın siyasi yönüne baktım. Öncelikle savaşın esas nedeni olan Doğu Sorununu ele aldım. Savaş sonunda yapılan Paris Barış Antlaşması ve Islahat Fermanı, imparatorluğu Avrupa devletlerinin müdahalesine daha açık hale getirdi. Savaştan sonra imparatorluğun birlik ve bütünlüğünü bozan olaylarda Avrupa devletlerinin koruması görülmedi.Savaşın ekonomik etkilerini ikinci bölümde ele aldım. Savaşın genel olarak devletlerin ekonomik ve mali yapısını olumsuz etkilediği bir gerçektir. 19. yüzyılın başından imparatorluğun kötü olan ekonomik ve mali durumu, Kırım Savaşı sırasında daha da bozuldu.Üçüncü bölümde imparatorluğun iaşe sorununu inceledim. 1838 Ticaret Antlaşması'ndan Osmanlı İmparatorluğu, ekmek iaşesi işinden kendini çekti. Savaş sırasında piyasa kuralları çerçevesinde ekmek yapımına ve hububat alımına karışmazken İstanbul halkının ihtiyat hububatını almaya devam etti. Osmanlı idaresinin bütün önlemlerine rağmen halkın ve ordularının iaşesinde zorluklar ve darlıklar çıktı.

The Crimean War had vital importance in the history of 19th century Ottoman Empire. This dissertation studies economic impacts of the Crimean War (1853-1856) on the Ottoman Empire and the question of subsistence aroused due to the war by analyzing Ottoman archival documents and newspapers of its time.In the first chapter, the political impact of the Crimean War is analyzed in the context of the Eastern Question which was the main reason for the war. The Paris Peace Conference and the Reform Edict (Islahat Fermanı) left the Ottoman Empire vulnerable to the intervention of European states. After the war, the European protection of the Ottoman Empire ended in the events that ruined the Ottoman solidarity and territorial integrity.The second chapter focused on economic impacts of the war. In general, wars affect economic and financial structure of states negatively. The economic and financial structure of the Empire which had already been bad since the beginning of 19th century worsened during the Crimean War.In the third chapter, the question of subsistence in the Ottoman Empire is studied. The bread subsistence ended after the Treaty of Commerce in 1838. During the war years, while the Ottoman state did not interfere in food production and cereal purchase within the frame of market economy, she continued to buy reserve cereal for the residents of Istanbul. In spite of all precautions taken by the Ottoman administration, there were difficulties in the subsistence of Ottoman subjects and the army.
