Amerika Birleşik Devletleri`nde Türk lobi çalışmaları

Abstract

Amerika Birleşik Devletlerinde Türk Lobi Çalışmaları adlı tezimizin amacı ABD'deki demokratik yaşamda, etnik lobiler ve diğer baskı gruplarının yasama üzerindeki etkileri bütün bunların ışığında ABD'deki Türk lobisinin işleyişidir.Bu konuyu ele alırken yüzden fazla kaynaktan faydalanılmıştır. Bu kaynakçaların yarısı kitaplardan oluşuyor. Bunların yanı sıra internet gazete dergi ve makalelerden faydalanılmıştır. Tezin yazımında kullanılan yöntem kaynak tarama yöntemidir.Tez çalışması giriş üç bölüm ve sonuçtan oluşuyor. Birinci bölümde lobicilik kavramı, bu konuda olan yasal düzenlemeler, kullanılan araçlar, yöntem ve teknikler irdelenmiştir. İkinci bölümde ABD'de lobi faaliyetleri genel olarak bakılmış ve etnik lobilerin işleyişi gözden geçirilmiştir. Üçüncü bölümde ise ABD'deki Türk lobiciliğinin gelişim süresi ve işleyişi ele alınmıştır. Sonuç kısmında ise tüm bu çalışmaların sonunda ABD'de başta İsrail, Yunan ve Ermeni lobisi gibi güçlü etnik lobiler olmakla kendileriyle ilgili konularda yasa yapıcılarını etkiledikleri fikrine gelinmiştir. Türkiye'nin ise devlet eliyle yaptığı bu tür çalışmaları yavaş-yavaş sivil toplum kuruluşlarına bıraktığı ama rakipleri kadar etkili olamadığı ve bunun için bir süre zaman tanınması gerektiği sonucuna gelinmiştir.

The aim of the thesis named ?Turkish lobbying activity in United States of America? is to research the effect of ethnic lobbies and other groups being under their pressure on legislation in democratic system of life and in addition of this fact is to show how Turkish lobbies work in USA.During the research it was made use of more than 100 sources. Other part of the sources consits of newspapers, internet materials, magazines, articles and other thesis. The research method of the thesis is source scanning method.The thesis contains of introduction, three chapters and the conclusion. İn the first chapter there is explained the main concept of lobbying and the way how the legal reforms, the methods and the technics were examined. İn the second chapter there is mentioned the general revision of the lobbying activities in USA and the workings of the ethnic lobbies were looked through. As for the third chapter the function of Turkish lobby and the period of progress in America was reviewed. And in the conclusion part of the thesis, as a result of the studies it has shown how effective impact of other powerful ethnic lobbies like Israel, Grek and Armenian lobbies had on THA legislation which is the subject of their interest. On the other side the workings implemented by the Turkish government are steadily transferring the NGO?s. However Turkey found out not so effective as it?s rivals and besides Turkey needs more time to achieve more success in this field.
