Osmanlı İtibar-ı Millî Bankası

Abstract

II. Meşrutiyet döneminde Osmanlı Devleti'nde millî sermaye ile kurulan banka sayısı hızla arttı. Bu dönemde Osmanlı hükümeti millî sermayeli bankaları destekledi. II. Meşrutiyet döneminde millî sermaye ile kurulan banka sayısının artmasına rağmen hiçbiri devletin karşılaştığı malî problemleri çözecek bir yapıda değildi. Bu arada Osmanlı Devleti 1914'te Birinci Dünya Savaşına katıldı. Osmanlı hükümeti savaşı finanse etmek için para basmayı planladı. Fakat devlet bankası ve para basma ayrıcalığına sahip yabancı sermayeli Osmanlı Bankası bu isteği kabul etmedi. Osmanlı Bankası'nın bu tutumu üzerine millî sermayeli bir devlet bankası kurma fikri gündeme geldi.Birinci Dünya Savaşı öncesinde gündeme gelen millî sermayeli bir devlet bankası kurma düşüncesinden yola çıkılarak Osmanlı İtibar-ı Millî Bankası 1917 yılında İstanbul'da kuruldu. Osmanlı hükümeti ve halk Osmanlı İtibar-ı Millî Bankası'nın kurulmasını destekledi. Banka bir devlet bankası olmadı fakat bir yatırım ve ticaret bankası olarak faaliyetlerini sürdürdü. 1927 yılında Türkiye İş Bankası ile birleşti.Bu tezin amacı Osmanlı İtibar-ı Millî Bankasının hangi şartlarda, kimler tarafından nasıl kurulduğunu incelemek ve bankanın millî özellikleri ve faaliyetleri hakkında bilgi vermektir. Osmanlı İtibar-ı Millî Bankası o dönemde öne çıkan ekonomi politikalarının ve yaşanan gelişmelerin ışığında incelendi. Bu yapılırken o dönemdeki basından ve arşivlerdeki belgelerden yararlanıldı.

During the Second Constitutional Era the number of banks which were established by the national capital were rapidly increased in the Ottoman State. In this period the Ottoman government supported national banks. Although the number of banks which were established with national capital were increased during the Second Constitutional Era, none of them have a capability to solve the financial poroblems of the state. In the meantime The Ottoman State participated in the Word War I. in 1914. The Ottoman government planned to print money to finance the war. However the Ottoman Bank which was a foreign capital bank and has state bank and coinage privilage in the empire did not accept it. On this attitude of the Ottoman Bank the idea of establishing a state bank with national capital come to the agenda.Before the World War I. the idea of establishing a state bank with national capital caused to establishment of the Osmanlı İtibar-ı Millî Bankası (The Ottoman National Credit Bank) in İstanbul in 1917. The Ottoman goverment and the people supported to establisment of the Ottoman National Credit Bank. The Ottoman National Credit Bank could not a state bank but has continued activities as an investment bank and commerical bank. The Bank was merged with ?Türkiye İş Bankası? in 1927.The purpose of this thesis is to examine how, by whom and in which conditions the Ottoman National Credit Bank was established and to inform about the national characteristics and activities of the bank. The Ottoman National Credit Bank was examined in the view of economy politics and progressions which were prominent in that period. In the due course of the study, the press in that period and the documents which are found in archives were used as resource.
