Bir Jön Türk olarak Tunalı Hilmi ve siyasi düşüncesi

Abstract

Bu çalışmada Türk siyasal hayatının seçkin şahsiyetlerinden biri olan Tunalı Hilmi'nin siyaset sahnesinde bir Jön Türk olarak bulunduğu dönemdeki siyasi düşünceleri tartışmaya açılmaktadır.Çalışmanın birinci bölümde, Tunalı Hilmi'nin siyasal faaliyetlerinin merkezinde, doğumundan ölümüne kadar geçen süre incelemeye tabi tutulmaktadır. İkinci bölümde ise özellikle askeri tıbbiyelilerin şahsında temsiliyetini bulan ve kadim Osmanlı siyaset adamından radikal farklılıklar taşıyan yeni siyasetçi tipi, tarihsel süreci ve düşünce dünyası üzerinden ele alınmaktadır. Üçüncü bölümde Tunalı Hilmi'nin ?Halkçılık Düşüncesi? incelenmektedir. Dördüncü bölüm ?Osmanlıcılıktan Türkçülüğe? başlığını taşımaktadır. Bu bölümde Tunalı Hilmi'nin Osmanlılık anlayışı ile Türkçülüğünün incelenilen dönem içerisindeki kökleri tartışılmaktadır. Beşince Bölümde Tunalı Hilmi'nin ?İhtilalciliği? üzerinde durulmaktadır. Bu bölümde ihtilalciliği siyasal düşünceleri ve faaliyetleri perspektifinde incelenmektedir. Altıncı bölümde Tunalı Hilmi'nin ?Parti Düşüncesi? tartışılmaktadır. Tunalı Hilmi'nin bu konuda İttihad ve Terakki içinde olduğu dönemle, Brindizi Kongresi'nin akim kalması neticesinde İttihad ve Terakki'den kopuş sürecinde savunduğu düşünceleri analiz edilmektedir. Yedinci bölümde ise Tunalı Hilmi'yi Jön Türk hareketi içerisinde özel bir konuma yerleştiren devlet düşüncesi, Ahali Hakimliği projesi çerçevesinde tartışılmaktadır. Sonuç bölümünde ortaya konan çalışmanın genel bir değerlendirmesine yer verilmektedir.

In this study, political ideas of Tunalı Hilmi, who is one of the elite figures of Turkish political life in the period being at the political scene as a Young Turk, are opened to debate.In the first part of the study, the period from his birth to his death, which is based on political activities of Tunalı Hilmi, is investigated. In the second part, new type of politician who is especially represented on the military medical students? identity and having radical differences between the ancient Ottoman politicians is discussed through historical process and thought world. In the third section, Tunalı Hilmi?s ?Populism Idea? is analyzed. The fourth section has the title of ?From Ottomanism to Turkism?. In this section, Turkism?s roots in the period of examination are discussed with Tunalı Hilmi?s understanding of Ottomanism. The fifth section focuses on ?Revolutionalism? idea of Tunalı Hilmi. In this section his revolutionalism is examined in the perspective of his political ideas and activities. In the sixth section, Tunalı Hilmi?s ?Party Thought? is discussed. On this issue with the term Tunalı Hilmi as a member of Committee of Union and Progress, as a result of Brindisi Congress failed, his defense thoughts at the resigning progress from membership of the Committee of Union and Progress are analyzed. In the seventh section, the idea of government which gives Tunalı Hilmi a special position in the Young Turk movement is discussed within the framework of the Sovereignty of People Project. The conclusion section is placed an overall assessment of the study.
