Carl Schmitt`in 20. yüzyıl devlet ve siyaset kuramına katkısı

Abstract

Carl Schmitt'in devlet ve siyaset kuramı, özellikle 1990'ların başından itibaren Anglo-Sakson ülkeleri de kapsayan geniş bir çerçevede ilgi odağı olmuş ve hararetle tartışılmaya başlanmıştır. Bu süreçte Schmitt hakkında yazılmış literatür kabaca ikiye bölünmüş durumdadır. Bir yanda Schmitt'i kıyasıya eleştiren yazarlar, öte yanda parlak bir düşünür olarak onu göklere çıkaranlar. İlginç olan şudur ki, ilk kesimi oluşturan yazarların hemen hemen tamamı liberallerden oluşurken ikinci kesimi oluşturan yazarlar ideolojik yelpazenin geniş bir bölümünü kapsamaktadır. Tezin amacı, Schmitt'in yaklaşık 70 yıla yayılan düşünce hayatının uğrak noktalarını vurgulayarak 20. yüzyıl devlet ve siyaset kuramına yaptığı katkıları ortaya koymak ve bu bağlamda sınırlı da olsa, onu belli başlı düşünürler ile ilişkilendirmektir. Bunun için Schmitt'in yazın serüveni içinde devlet ve siyaset kuramı açısından önem taşıyan belli başlı bazı kavramlara yaklaşımı üzerinde durulacak ve bu süreçte ortaya çıkan süreklilikler ve kopuşlar ortaya konmaya çalışılacaktır.

Carl Schmitt?s theory of state and politics has been a focal point especially since the beginning of the 1990?s in a wide cadre including Anglo-Saxon countries and has been passionately discussed. In this process the literature about Schmitt can be divided roughly into two parts. On the one side there are mercilessly criticizers of Schmitt, on the other writers who glorify Schmitt as a brilliant thinker. It is interesting to notice that while the latter writers belong to the various colors of the ideological spectrum, almost all the former writers are comprised of the liberals. The purpose of this dissertation is to lay bare the contributions of Schmitt to the theory of state and politics by stressing the main points of Schmitt?s literary life which is expanding to almost 70 years and to introduce the relations of Schmitt to the other writers in a restricted manner. Therefore cardinal concepts of the theory of the state and politics will be asserted which are important in the context of Schmitt?s literary adventure and continuities and discontinuities which occur in this process will be stressed.
