Düvel-i Ecnebiye Defterlerinde Osmanlı Belçika münasebetleri (1254 h. ile 1325 h. tarihleri arasında 3/1 ve 4/2 nolu Ahkam Defterlerine göre)

Abstract

Belçika krallığı 4 Ekim 1830 da bağımsızlığını ilan etti. Aralık 1830 yılında Londra kongresinde Belçika'nın bağımsızlığı kabul edildi. 1831 senesinde ise Belçika Meşruti krallığının sınırları belirlendi. Osmanlı İmparatorluğu ile Belçika Krallığı arasındaki münasebetler çok büyük ihtimalle İngiltere ile yapılan Balta Limanı anlaşmasının hemen öncesinde bina edilmiştir. Bu antlaşma için İngilterenin Hariciye Nazırı Palmarston ile Osmanlı İmparatorluğu Londra Sefiri Namık Paşa ve Belçika Kırallığı Murahhas Orta elçisi Van de Vih yetkilendirilmişlerdir.Sultan II Mahmud ve Belçika kıralı I Leopold adına Osmanlı İmparatorluğu adına Hariciye müsteşârı Mehmet Nuri Bey ile Belçika kırallığının Avusturya nezdinde Fevkâlâde Murahhas Orta elçisi ve Osmanlı İmparatorluğu nezdinde me'muriyet-i mahsusa ile Murahhas Sefiri Baron Oslibvan Gras de Soved arasında onaltı maddelik bir adlaşma imzalandı.Bu dosluk ve ticaret adlaşmasının hemen akabinde Belçika Devleti Osmanlı İmparatorluğu sınırlarında konsolosluklar kurmaya başlamıştır. Konsolosluklarla birlikde diğer unsurlarda beraberinde oluşmaya başlamıştır. Tercumanlık müessesesi, patente, izn-i sefineler ve özel izinler gibi. İncelediğimiz bu iki defterde mevcut bulunan çok kıymetli bilgiler çeşitli tablolar hazırlanarak sunumu yapılmıştır.Osmanlı Arşivlerinde bulunan(1254 h. ile1327 h. tarihleri arasında 3/1 ve 4/2 Ahkam defterlerine göre) bu iki Belçika defterinden yola çıkılarak, Osmanlı-Belçika ticârî münâsebetleri ele alınmıştır.

The Kingdom of Belgium declared their independence on October 4th, 1830. The independence of Belgium was consented in the London congress in December 1830. The frontiers of Belgium as a constitutional monarchy was determined in 1831. The relationship between the Ottoman Empire and The Kingdom of Belgium is known likely to be constructed right before the Balta Limanı treaty. The formerly Minister of Foreign Affairs of England Palmarston, The Ambassador of London of the Ottoman Empire Namık Paşa and the Delegate Minister of The Kingdom of Belgium Van de Vih were vested authority. A treaty of 16 articles was signed between Counselor of Foreign Affairs Mehmet Nuri Bey and the Executive Delegate Minister in the presence of Austria of The Kingdom of Belgium and between the ?Me?muriyet-i Mahsusa? and the Delegate Ambassador Baron Oslibvan Gras de Soved in the presence of the Ottoman Empire in the name of Sultan Mahmud II and The King of Belgium Leopold I in the name of the Ottoman Empire. The Kingdom of Belgium commenced the building of consulates on the frontiers of the Ottoman Empire immediately after this treaty of friendship and commerce. Other elements, such as interpretation and patent, discharge and special permissions institutions, have also started forming along with the consulates. The invaluable information present in the two registries we have examined have been presented through the preparation of various tables.The commercial relationship between the Ottoman and Belgium have been considered through the careful study of these two inventories present in the Ottoman archives (with respect to the Ahkam inventories 3/1 and 4/2 between the dates of 1254 and 1327 pertaining to the Hegira)
