1980 sonrası Türkiye`de büyüme-istihdam ilişkisi: Otomotiv sektörü örneği

Abstract

Bu tezin amacı, Türkiye'de ekonomik büyüme sürecinin 1980 yılından itibaren içine girmiş olduğu dönüşümün emek piyasaları ve istihdam üzerindeki etkisinin otomotiv sektörü üzerinden incelenmesidir. İlk bölümde büyüme ve kalkınma kavramları, büyüme-istihdam-ücret ilişkisinin iktisat literatüründeki teorik temelleri ve 20. yüzyılın ikinci yarısında emek süreçlerinde yaşanan ve en genel ifadeyle ?esnekleşme? olarak adlandırılan dönüşüm incelenmiştir. İkinci bölümde, ülkemizde 1960-80 döneminde uygulanan ithal ikameci, planlı sanayileşme stratejisi ile 24 Ocak 1980 kararlarının ardından uygulanan dışa açık, ihracata dayalı büyüme sürecine değinilmiştir. Daha sonra 1980'li yıllarda Türkiye emek piyasalarında gerçekleşen dönüşüm ve mevcut durum analiz edilmiştir. Tezin üçüncü bölümünde ise Türkiye'nin sanayileşme sürecinde, dış ticaretinde ve istihdam hacminde önemli bir payı bulunan otomotiv sektörünün gelişim süreci ve temel istihdam göstergeleri incelemiş, bu göstergeler büyüme ve kriz dönemleri ekseninde diğer sektörlerle karşılaştırılmıştır. İmalat sanayiinin lokomotif sektörü olan otomotiv sektörünün dış şoklara duyarlı ve kırılgan yapısı, genel olarak ülkemizin sanayileşme sürecinin yapısına ilişkin birçok ipucu sunmaktadır. Bu ipuçları, ülkemizin giderek ağırlaşan istihdamsız büyüme sorununu çözmek doğrultusunda uygulanacak politikalarda hangi sorunların çözümüne öncelik verilmesi gerektiği konusunda araştırmacılara önemli katkılar sağlayabilir.

This thesis aims to analyze the transformation of the economic growth process in Turkey since 1980, and its effects on labour markets and employment in terms of the automotive industry. The first chapter includes analyses of growth and development concepts, theoretical bases of growth-employment-wage relationships in the economic literature and the transformation, generally called as ?flexibilization?, encountered in labour processes during the second half of the 20th century. The second chapter refers to the planned, import-substituting industrialization implemented during the period 1960-80 and also the outward-oriented, export-led growth process applied after the Jan 24, 1980 decisions. This section follows with the analyses about the transformation taking place in labour markets during the 1980s and also the present situation in Turkey. The third part of the thesis includes analyses of the development process and basic employment indicators of the automotive sector which has an important share in Turkey?s industrialization process, foreign trade and employment volume. Comparisons are made with the given indicators and those of the other manufacturing industries in terms of growth and crisis. The fragile structure of the automotive industry as the leading manufacturing sector, very susceptible to external demand shocks, offers many clues to researchers regarding the structure of the industrialization process of Turkey in general.
