AB ortak tarım politikasına uyum sürecinde Türkiye`de uygulanan tarım politikalarının ekonomiye etkisi

Abstract

AB ülkelerinin tarım politikalarını siyasal ve ekonomik anlamda bütünleştiren OTP (Ortak Tarım Politikası), belirlenen ortak fiyatların korunması amacıyla oluşturulmuştur ve AB'nin ilk ortak politikasıdır. OTP, 2.Dünya Savaşı sırasında ve sonrasında ortaya çıkan kıtlık sonucunda oluşan gıda yetersizliklerinin önüne geçebilmek ve AB'nin gıda alanındaki dünya rekabetine korunması hedefleyerek 1958 yılında Stresa Konferansı ile kurulmuş ve kuruluşundan günümüze tüm hedeflerine ulaşılmıştır.17 Aralık 2004'te Brüksel'de yapılan AB Konseyi Zirvesinde Türkiye'nin AB katılım müzakerelerine 3 Ekim 2005 tarihinde başlaması kararı alınmıştır. Diğer aday ülkelerden farklı olarak Türkiye için ``açık uçlu bir süreç'' öngörülmüştür. Bunun anlamı müzakerelerin tam üyelikle sonuçlanamayabileceğidir. Müzakere sürecinde en zorlu başlığın tarım olacağı bilinmektedir.Türkiye'nin özellikle adaylık sürecinde başta Üniversiteler olmak üzere tüm sivil toplum örgütlerinin görüşleri alınarak yapısal ve bölgesel sorunları çözecek, maliyetleri düşürücü, rekabetçi, bilgi ve teknoloji kullanımıyla verimliliği sağlayacak politikalar izlemesi gerekmektedir. Ancak bu sayede OTP ile uyum sürecinde Türkiye tarımındaki tehditleri fırsatlara dönüştürebilir.

CAP (Common Agricultural Policy) that integrates political and economic sense of the agricultural policies in the countries of the EU, was created in order to protect the public prices and is the EU?s first public policy. CAP was founded in 1958 by Stresa Conference to prevent food deficiencies arising as a result of famine during and after the 2nd World War, targeting protection of the EU?s food in the world competition and has been reached all of its targets from establishment to the present.At European Council Summit on 17 December 2004 in Brussels, it was decided to begin negotiations for Turkey?s EU accession on 3 October 2005. Unlike other member states, for Turkey, ``an open-ended process?? was predicted. This means that negotiations could not end by full membership. During the negotiation process agriculture is known to be the most challenging topic.Especially in the process of candidacy Turkey must follow policies which are cost lowering, competitive, efficiency ensuring by the use of knowledge and technology, based on opinions of universities firstly and all non-governmental organizations, to solve structural and regional problems. Only by this way, Turkey can make threats of its agriculture to opportunities in the process of adaptation to the CAP.
