Ara rejimlerin ekonomi politiği: Türkiye örneği

Abstract

Askeri müdahaleler, demokrasiyi kesintiye uğratan ve genellikle demokratik siyasi kültürün zayıf olduğu az gelişmiş ülkelerde rastlanan bir durumdur. Türkiye'de de askerler sıkça yönetime el koymuş ve sivil siyaseti yönetmişlerdir. Bu müdahaleler, ülkenin ekonomik, sosyal ve siyasi durumunu oldukça etkilemiştir. Ekonomiye yön veren siyasi iktidarın el değiştirmesinin, ekonomik nedenleri olduğu gibi ekonomik sonuçları olduğu da aşikardır. Bu bağlamda, Türkiye'de ara rejim dönemleri (27 Mayıs 1960, 12 Mart 1971, 12 Eylül 1980, 28 Şubat 1997, 27 Nisan 2007) ayrı ayrı incelenmiştir. Öncelikle, bahsedilen dönemlerdeki siyasi ve ekonomik gelişmeler incelenmiş ve ekonomi politikaları ortaya konmuştur. Sonrasında askeri müdahalelerin ekonomi üzerinde meydana getirdiği etkiler ele alınmıştır.

Military interventions disrupt the democracy and they are generally observed in the underdeveloped countries that have weak democratic political culture. In Turkey, armed forces seized control of the government several times. As a result of this, country's economic, social and political conditions have been affected deeply. It is obvious that, the relay of the government who leads economy has economic consequences such as its economic reasons. In this context, interim regime periods in Turkey (May 27th, 1960, March 12th, 1971, September 12th, 1980, February 28th, 1997 and April 27th, 2007) are separately examined. Firstly, political and economic events in given periods are analyzed and economic policies are presented. After that, effects of military interventions on economic structure are evaluated.
