Refah devleti modelleri kapsamında iş sağlığı ve güvenliği hizmetlerinin karşılaştırmalı analizi

Abstract

Refah anlayışının gelişim süreci içerisinde, merkezinde bireylerin sağlık vegüvenliğine yönelik tedbirler yer almaktadır. Sağlık ve güvenlik ihtiyaçları sadecebireylerin sosyal hayatlarını kapsamamaktadır. Çalışma hayatı içinde, öncelikleçalışanların sonrasında işyerinin sağlığı ve güvenliği önem teşkil etmektedir. Refahdevleti modelleri ortaya çıktıktan sonra, iş sağlığı ve güvenliği hizmetlerineyaklaşımda çeşitlenmiştir.Bu çalışma kapsamında, Refah devleti modelleri içerisinde iş sağlığı ve güvenliğihizmetleri gibi çalışma hayatının temelini oluşturan bir konu kapsamında verilenhizmetler model ülkelerin karşılaştırmalı ele alınmasıyla incelenecektir. Ülkelerintemsil ettiği refah devleti modelinin, iş sağlığı ve güvenliği hizmetleri bağlamındauyumları değerlendirilecektir.İş sağlığı ve güvenliği hizmetleri, kaza ve meslek hastalıklarının azaltılmasında enönemli uygulamaları içermektedir. Dünya'da İSG hizmetlerinin geliştirilmesi,beraberinde önleyici İSG kültürünü oluşturmakta, bu durum da çalışan sağlığı vegüvenliğini arttırmaktadır. İSG hizmetlerine verilen önemin artması, refah devletianlayışına sahip ülkelerde kaza ve meslek hastalıklarından doğan dolaylı ve dolaysızmaliyetleri azaltacak; bu sayede çalışma refahı ve toplumsal refah artışı hızlaartacaktır.

The Understanding of prosperity has a development process in the center of whichthere are the cautions aiming the health and safety of the individuals. Thisdevelopment process which moves along the needs is formed not just on the axis ofthe social life but also formed on the axis of the working life. By the condition ofgiving the priority to the employees the health and safety of the working place hasgreat importance in this area. The services of health and safety at work started tovary by different Welfare state models comes out,In this study the services of health and safety at work will be analyzed relativelywithin the context of models of the welfare states basing on the model countries. Asthis the welfare state models that the countries represent will be evaluated in thecontext of the services of the health and safety at work.The services of the health and safety at work have the most importantimplementations for decreasing the accidents at work and the Professional diseases.The Development of the services of the health and safety in the World creates thepreventative culture of the work health and safety and this stituation provides theimportance given to the health and safety of the employees. Thanks to the increase ofthe importance that gven to the services of the work health and safety, the direct andindirect cost caused by the work accidents and Professional diseases decreases in thecountries having the welfare state understanding. And this stiuation contributes muchto the social welfare level.
