Türkiye`de kadın işsizliğinin nedenleri: İstanbul`da eğitimli işsiz kadınlar üzerine bir alan araştırması

Abstract

Bir ülkenin kalkınmasında, üretim faktörlerinin yüksek kapasite ve verimlilikle çalışması son derece önemlidir. Üretim faktörleri içerisinde en başta gelen unsur olan emeğin kullanımı ya da işgücü piyasaları içerisinde istenilen düzeyde yer alması, erkeklere kıyasla her zaman kadınlar aleyhine gerçekleşmektedir. Türkiye açısından bakıldığında, nüfusun hemen hemen yarısının kadın olduğu gerçeğiyle, kadınların işgücü piyasalarında daha çok yer alması, ülke ekonomisi ve kalkınmasında son derece önemli bir atılım olabilecektir. Bu çalışmanın amacı, Türkiye'de işgücü piyasalarında kadınların işgücüne katılım oranlarının erkeklere oranla oldukça düşük, işsizlik oranlarının ise yüksek olması sonucundan hareketle kadınların işsizlik nedenlerini ortaya koymaktır. Literatür taraması sonucunda işsizlik nedenleri dört ana başlık altında incelenmiştir. Eğitim yapısından, işgücü piyasalarından, eğitimli kadın işsizlerin ve işverenlerin davranış ve tutumlarından ve demografik yapıdan kaynaklanan nedenler altından incelenmiştir. Ayrıca çalışmanın kapsamında, Türkiye'de kadın işgücünün mevcut durumu verilerle ortaya konulmuş olup eğitimli kadın işsizlere ulaşılarak işsizlik nedenleri tespit edilmiştir. Çalışmada, Türkiye'de kadın işsizliğinin nedenlerini ortaya koymak üzere; İstanbul'da 698 eğitimli kadın işsize anket uygulanmıştır. Anket ölçeğinde işsizlik nedenleri; Devlet Desteği, Eğitim ve Sosyo Ekonomik Düzey, Cinsiyet Ayrımcılığı, Deneyimsizlik ve Yetersizlik, İŞKUR Desteği, İş Beğenmeme olmak üzere toplamda altı faktör altında sınıflandırılmıştır. Bu altı faktör, eğitimli kadın işsizlerin demografik özellikleri bakımından, işsizlik nedenleri üzerinde, anlamlı farklılık göstermiş olup, ana hipotezler alt hipotezlerle daha ayrıntılı bir şekilde test edilmiştir. Eğitimli kadın işsizlerin işsizlik nedenleri; işgücü piyasalarının gerektirdiği niteliklere sahip olmamaları, eğitim düzeylerinin yetersizliği, kadınların çalışmasına yönelik devlet desteğinin yetersizliği, işverenlerin işe alım sürecinde cinsiyet ayrımcılığı yapmaları, eğitim kurumları ile işgücü piyasaları arasında yeterli bilgi alışverişinin olmaması, İŞKUR'un işe yerleştirme faaliyetlerinin yetersiz olması, yüksek ücretli iş aramaktan ötürü iş beğenmeme nedenleri olarak tespit edilmiştir.Anahtar Kelimeler: Kadın İşsizliği, Kadın İşsizliğinin Nedenleri, Türkiye

For the development of a country, it is essential of the production factors to operate with high capacity and efficiency. The foremost component of the production factors, the usage of effort or its place as a part of the labor market always works to the detriment of women compared to men. From our country's perspective, as it is a fact that half of the population is composed of women, it can be a significant breakthrough for national economy and development if women take more place in the labor market. The aim of this study is to reveal the causes of unemployment of women depending on the fact that women's participation rate to labor market is very low and women's unemployment rates are very high compared to men. As a result of the literature research, causes of unemployment are studied under four main titles. These titles are education structure, labor market, the attitudes and behaviors of employers and educated unemployed women, and the causes of demographic structure. Besides, as a part of the study, the present situation of women laborforce in Turkey presented with data and the causes of unemployment are detected by contacting with educated unemployed women. In this study, in order to determine the causes of women unemployment; a survey is made on 698 educated unemployed women. On the scale of the survey, causes of unemployment are classified under six main factors; Government Support, Education and Socioeconomic Level, Gender Discrimination, Inexperience and Inadequacy, İŞKUR Support, Unappreciation of Positions. These six factors, regarding demographic properties of educated unemployed women, unveiled significant differences on the causes of unemployment and the main hypotheses are tested in details with the sub-hypotheses. The causes of unemployment of educated unemployed women are identified as; the ineligibility of labor market, low education level, inadiquacy of government support to women employment, gender discrimination by employer in employment process, lack of information exchange between educational institutions and labor market, inefficacy of employment activities of İŞKUR, unappreciation of employment positions due to the expectance of high payment.Keywords: Woman Unemployment, Causes of Woman Unemployment,Turkey
