Taşeron hizmet tedariğinde risk yönetimi

Abstract

Bu çalışmada taşeronlardan hizmet tedariği sürecinde risk yönetimi ve taşeron hizmet tedariğinde karşılaşılan riskler ile taşeronların davranışsal parametreleri arasındaki ilişki incelenmiştir.Çalışmanın temel amaçlarından ilki; hizmet sektöründe faaliyet gösteren ve müşterilerine sundukları hizmetlerin gerçekleşmesinde taşeron kullanan kuruluşların, taşeronlardan hizmet tedariğinden kaynaklanan potansiyel risklerinin öngörülmesi ve bu risklerin etkin şekilde yönetebilmesi için bir taşeron riski yönetme modeli oluşturmaktır. İkinci temel amaç ise taşeron hizmet tedariği risk yönetiminde; taşeronların şirket kültürünün, risk karşısında gösterdikleri davranışların, dayanıklılıklarının (resilience) ve farkındalıklarının etkisini ortaya koymaktır.Bu amaç doğrultusunda çalışmada ilk iki bölümde taşeron hizmet tedariğinin ve taşeron hizmet tedariğinde oluşabilecek risklerin tanımı yapılmış, risk yönetimi sürecinden bahsedilerek taşeron seçimi ve taşeron sözleşmesinin hazırlanması aşamalarının risk yönetimindeki önemi belirtilmiştir.Üçüncü bölümde ise çalışmada kullanılan yöntemler anlatılmıştır. Bu yöntemler sırasıyla mevcut durum analizlerini, taşeronlardan hizmet tedariğinden kaynaklanan risklerin öngörülmesi, analizi ve değerlendirmesini kapsayan çalışmada önerilen taşeron riski yönetme modelini ve şirketin davranış dinamikleri ile taşeronların getirdiği riskler arasındaki bağlantıyı araştıran modellemeleri içermektedir. Uygulanmada Hata Türü Ve Etkileri Analizi, Kümeleme Analizi, Korelasyon Analizi ve Diskriminant Analizi kullanılmıştır.Dördüncü bölümde tanıtılan taşeron risk yönetimi yönteminin hizmet sektöründe faaliyet gösteren ve Türkiye genelinde 50 taşeron firmadan hizmet tedariği yapan bir firmada uygulanmasının ardından elde edilen bulgular paylaşılmıştır. Aynı zamanda bu firmanın 50 taşeronuna ilişkin bilgiler kullanılarak; taşeron riski ile şirketin davranış dinamikleri, riskler karşısındaki davranışları ve performansları arasındaki ilişki araştırmalarının sonuçları belirtilmiştir. En son bölümde yapılan çalışma ile ilgili bir değerlendirme ve sonuç bölümü bulunmaktadır.

In this study, the risk management process during service provision from subcontractors and the relationship between the risks encountered in the supply of outsourcing services and the subcontractos? behavioral parameters have been examined.The first of the main objectives of the study is to build a subcontractor risk management model in order to predict the potential risks arising from the supply of services of the subcontractors for the organizations that operate in service sector and carry out the services they offer to customers via the subcontractors and to manage these risks in the most effective and efficient way. The second main objective is to put forward the effects of the corporate culture and resilience on the behaviours of the sub-contractors towards risks and their awareness in the risk management in the supply of outsourcing services.In accordance with this purpose, first of all, the sub-contractor service provision and the possible risks to be encountered in this provision have been defined, and the significance of sub-contractor selection and the preparation of the contracts for sub-contractors in risk management have been mentioned while referring to risk management process.In the third section, the methods used in the study have been described. These methods consist of the sub-contractor risk management model including current situation analysis, the projection of the risks stemming from the service provision of the proposed sub-contractors, analysis and assessments, and the models investigating the relationship between the dynamics of corporate behavior and the risks presented by the sub-contractors, respectively. For the implementation of these models Failure Mode and Affects Analysis (FMEA), Cluster Analysis, Correlation Analysis and Discriminant Analysis have been utilized.In the fourth section, the findings obtained from the application of introduced sub-contractor risk management method on a company which operates in the service sector and receives service provision from 50 sub-contractor companies in Turkey have been presented. Furthermore, the results of the research on the relationships between subcontractor risk and corporate the dynamics of corporate behavior, the attitudes towards risks and their performances have been stated utilizing the information on these 50 sub-contractor companies. In the last section, the results and the evaluation based on these results have been presented.
