Bağımsız Devletler Topluluğu ülkeleri ve Türkiye`de ekonomik ve mali perspektiften özelleştirme

Abstract

Bu çalışmanın amacı çeşitli Bağımsız Devletler Topluluğu ülkeleri ve Türkiye'de gerçekleşen özelleştirme uygulamalarının sonuçlarını teorik ve ampirik olarak incelemektir.Çalışmada, öncelikle birinci bölümde özelleştirmenin düşünsel arka planı başlığı altında özelleştirme kavramı, iktisat teorileri, savunanların görüşleri, karşı görüşler ve bunların tartışması incelenmiştir. Sonraki ikinci bölümde özelleştirmenin gerekçeleri, yöntemleri ve `Asya Mucizeleri` başlığı altında iktisadi, mali, sosyal ve siyasal gerekçeleri ile özelleştirme yöntemleri incelenmiştir.Çalışmada daha sonraki üçüncü ve dördüncü bölümlerde çeşitli BDT ülkeleri ve Türkiye'de 1994-2015 döneminde gerçekleşen özelleştirmenin yasal çerçevesi ve uygulamaları incelenmiştir. Çalışmada son olarak beşinci bölümde 1994-2015 döneminde çeşitli BDT ülkeleri ve Türkiye'de gerçekleşen özelleştirme uygulamalarının Panel Veri analizi yapılmıştır.Anahtar Kelimeler: Bağımsız Devletler Topluluğu, Türkiye, Özelleştirme, Panel Veri Analizi.

The aim of this study was theoretically and empirically analyze the results of the privatization process in various Commonwealth of İndependent States (CIS) countries and Turkey.In the first chapter of the study, the concept of privatization, theories of economics, views for advocating, views for opposing them and their discussions under the heading of intellectual back ground of privatization were examined. In the second chapter, the economic, financial, social and political reasons and privatization methods under the heading of the reasons and methods of privatization, `Asian Miracles` have been examined.Later in this study the third and fourth chapters the privatization in various CIS countries and Turkey in the 1994-2015 period the legislation framework and practices were examined. Finally in the fifth chapter in the period 1994-2015 study the privatization process in various CIS countries and Turkey Panel Data analysis was performed.Key Words: Commonwealth of Independent States, Turkey, Privatization, Panel Data Analysis.
