Benderli Mehmed Selim (Sırrı) Paşa`nın hayatı, idari ve siyasi faaliyetleri (1771-1831)

Abstract

Mehmed Selim Paşa 1771 ve 1831 yılları arasında yaşamış ve 19.yüzyıl Osmanlı tarihinde önemli izler bırakmış devlet adamlarındandır. Silistre, Rumeli, Halep ve Şam valiliklerinin yanında, Osmanlı Devleti'nin içerde ve dışarda büyük sıkıntılarla uğraştığı bir dönemde, 1824-1828 yılları arasında sadrazamlık görevi yapmıştır. Sultan Mahmud'un tasarladığı reformları gerçekleştirmesinde gayretleri olan en önemli şahsiyetlerden biridir. Literatürde Mehmed Selim Paşa ile alakalı çok az çalışmanın bulunması nedeniyle bu konuyu çalışmaya karar verdik. Bu tezle birlikte Paşa hakkında daha ayrıntılı bir biyografi çalışması yaparak, hayatına dair bilinmeyenleri ortaya koymayı amaçladık. Bu çalışmada Mehmed Selim Paşa'nın doğumundan sadrazamlığa, oradan da Şam valiliğine kadar uzanan süreçteki hayatı aktarılacaktır. Aynı zamanda bu süreçte Osmanlı Devleti'nin içinde bulunduğu durum ve geçirdiği dönüşüm de ele alınmaya çalışılacaktır.

Mehmed Selim Pasha, lived between 1771 and 1831 and was a statesman who left significant marks in the 19th century Ottoman history. In addition to the his governorship of Silistra, Rumeli, Aleppo and Damascus, he served as the grand vizier between 1824-1828 at a time, when the Ottoman Empire was dealing with major problems inside and outside. He was one of the most important personalities for Sultan Mahmud in the effort to realize the reforms he designed. We decided to study this subject due to the fact that there were very few studies related to Mehmed Selim Pasha in the literature, and this thesis aim to reveal the unknowns about his life with a more detailed biography study about Pasha. In this study, the life of Mehmed Selim Pasha from the birth to of the grand vizier an to the governor of Damascus will be tried to be narrated. At the same time, the situation and the transformation process of the Ottoman Empire will be studied in this thesis.
