İnovasyon politikalarında devletin değişen rolü: Girişimci devlet yaklaşımı

Abstract

1980'li yıllarda kalkınmacı devlet kavramı ile rol biçilen devlete, günümüzde yenilikçidevlet, girişimci devlet gibi nitelendirmelerle, yenilikçilik konusunda çok önemli rolleryüklenmiştir. Günümüzün bilgi yoğun teknolojilerle şekillenen ekonomik yapısı gelişmişülkeleri ve firmaları beşinci sanayi devrimine odaklamış durumdadır. Bu noktadainovasyonun önemi ortaya çıkmaktadır. İnovasyon yapabilen ülkeler küresel rekabetinöncüsü konumuna gelmişlerdir. Ancak özellikle teknolojik inovasyonlar uzun uğraş vebüyük maliyetlere katlanmayı gerektirir. Bu nedenle yasa koyucu olan devletin inovasyonpolitikalarının düzenlenmesinden, geliştirilmesinden ve desteklenmesinden sorumluolduğunu söylemek mümkündür. İnovasyon politikaları devletin inovasyondakidüzenleyici rolünün bir yansımasıdır. Ancak son yıllarda devlete yeni bir rol tanımlamasıyapılmıştır: Girişimci Devlet. Mariana Mazzucato' nun önemli katkılar sağladığı buyaklaşım devletin ekonomiye müdahalesine yönelik genel kabul görmüş olumsuz kanılarıyıkmayı amaçlamaktadır ve devletin piyasa düzenleyicisi yerine piyasa yapıcısı olmasıgerektiğini savunmaktadır. Argümanın temelinde günümüz teknoloji devi şirketlerininyarattığı inovasyonların asıl kaynağının devletin araştırma ve geliştirme faaliyetlerininolduğu yer almaktadır. Girişimci devlet yaklaşımı devletin hantal, bürokratik, verimsizolduğu algısını yıkmayı amaçlamıştır ve uzun zamandır kabul görmüş kanının aksinedevletin verimli, inovatif, piyasa yapıcı olduğunu ileri sürmüştür.

In the 1980s, the state, which was given the role of developmental state, is now playingimportant roles in the field of innovation with qualifications such as innovative state andthe entrepreneurial state. Todays economic structure which shaped by information-intensive technologies has focused the developed country and firms to the Industry 5.0.At this point, the importance of the innovation appears. The countries which haveinnovative capabilities become in the leading position of global competition. However,technological innovations, especially, requires go to great lengths and high costs.Therefore, it is possible to say that the legislator state is responsible for the regulation,development and the support of innovation policies. Innovation policies are a reflectionof the regulatory role of the government. In recent years, however, a new role providedfor the state: Entrepreneurial State. This approach, in which Mariana Mazzucato has madesubstantial contributions, aims to break the generally accepted negative opinions aboutthe state's interventionism and argues that the state should not only be a regulator in themarket but should also be a creator. The rationale behind this argument is the fact thatstate's research and development activities are main source of innovations created by techgiants. The Entrepreneurial State aims to overthrow the perception that the state issluggish, bureaucratic and inefficient and argues that the state is productive, innovativeand market creator, contrary to its long-established belief.
