Belediyelerde stratejik yönetim kültürü: TR82 bölgesi örneği

Abstract

Dünyadaki bilgi ve iletişim teknolojilerindeki gelişmeler, yönetim sistemleri anlayışında da değişimlere neden olmaktadır. Klasik yönetim anlayışları ile insanoğlunun yeni ihtiyaçlarının karşılanması imkânı giderek zorlaşmaktadır.Bu tez ile stratejik yönetimle ilgili teorik çerçevede ele alınan temel ve güncel kavramların, uygulamada belediyelerin stratejik belgelerinde ne şekilde yer aldığının incelenmesi amaçlanmıştır. Stratejik yönetimin belediyelerde ne derece benimsendiği, stratejik yönetim kültürünün yerleşmesi için neler yapıldığı, neler yapılması gerektiği farklı boyutlardan ele alınmaya çalışılmıştır.Türkiye İstatistiki Bölge Birimleri Sınıflandırmasına göre TR82 bölgesi illeri olan Kastamonu, Çankırı ve Sinop illeri merkez belediyelerinin stratejik belgelerinin stratejik yönetim yönünden incelenmesi çalışmanın kapsamı olarak belirlenmiştir. Bu doğrultuda tez konusu ile ilgili ilk önce literatür taraması yapılmış ardından kuramsal tartışmalarda bulunulmuş ve son olarak içerik analizi modeli aracılığıyla `frekans analizi` yöntemi kullanılarak sonuçlar yorumlanmaya çalışılmıştır.Sonuç olarak, çalışma kapsamında ele alınan belediyelerin stratejik dokümanlarında stratejik yönetim anlayışı ile ilgili temel ve güncel kavramlardan bazılarına yer verildiği ancak bu durumun sınırlı düzeyde olduğu, özellikle stratejik yönetime ilişkin yeni kavramların stratejik belgelerde az miktarda yer almasının bir eksiklik olarak görülebileceği değerlendirilmektedir.Anahtar Kelimeler: Stratejik yönetim, kültür, belediyelerde stratejik yönetim2017, 146 sayfaBilim Kodu: M10

Advances in information and communication technologies in the world are also ushering in changes in the understanding of management systems. It is increasingly difficult to meet the new needs of human beings with classical management concepts.This study aims at examining how the basic and current concepts dealt with in the theoretical framework related to strategic management take place in the strategic documents of the municipalities in practice. The study attempts to deal with the extent to which strategic management is adopted by the municipalities, what has been done for the settlement of the strategic management culture and what has to be done from different dimensions. Strategic management of strategic documents of the central municipalities of Kastamonu, Çankırı and Sinop, which are the TR82 region provinces according to the Turkish Statistical Region Unit Classification constitutes the scope of the study. In this respect, literature review was first done about the thesis topic and then theoretical discussions were made and finally the results were interpreted by using the `frequency analysis` method through the content analysis model.The study concludes that, despite being limited, some of the basic and current concepts related to the understanding of strategic management are included in the strategic documents of the municipalities covered in the study, and that it is seen as a shortcoming that new concepts related to strategic management take place in strategic documents in small amounts.Key Words: Strategic management, culture, strategic management in municipalities2017, 146 pagesScience Code:M10
