Abstract
Bu program altında Fas'ta ikinci şehir olarak kurulan, İmar ve İskân Bakanlığı tarafından 2004 yılında başlatılan Yeni şehirler programında yer alan Tamesna, düşük gelirli yerleşimcilere uygun fiyata konut sağlamak ve gecekondu sakinlerinin yeniden yerleşebilecekleri bir yerleşim yeri yaratmanın yanı sıra nüfusun yönünü Fas'ın Başkentiolan Rabat'tan farklı bölgelere çevirmek ve sosyal konutlandırmadaki açığı büyük ölçüde kapatmak için oluşturulmuştur. Fas, İngiltere'de doğan 1960'lı yılların Fransa Modelini takip etmiştir. Almanya, Fransa, İsveç ve Birleşik Devletler gibi birçok farklı ülke de bu modelin takipçisi olmuş ancak bizim örneğimizdeki uydu kent deneyimi, ülkeler arasındaki ortak tarihi geçmiş göz önünde bulundurulursa, bir `ayna oyunu` evi olarak esasen İngiltere, Fransa ve Fas arasında görülmüştür. Şu an Tamesna şehri, bir uydu kent kriterine erişmekten oldukça uzak ve bu durum kentsel, sosyal ve sürdürülebilirlik yönlerinden bakıldığında böyle ancak üzerinde çalışılmaya başlamasının üzerinden on-üç yıl geçmiş olsa bile kentselleşme aktörleri söylemleri ile gerçekleştirme ve alan uygulaması arasındaki büyük boşluk halen fark edilmektedir. Bu durum ileriye dönük planlama eksikliği ile işlevsiz şehir planlamasından kaynaklanmaktadır; şehrin çekicilik ve cezp ediciliğini betimleyen unsurlar olan tesisler neredeyse yok denilecek kadar azdır. Bunun sonucu olarak Tamesna şehri bir yatı-kent haline gelmiş ve içinde yaşayan insanlar da uygun bir refah umudu ile içinde herhangi bir hayat, ulaşım, iş, eğitim, hastane veya düzgün bir yaşam için gereken minimum unsurların dahi bulunmadığı bedbaht bir şehir gerçeği arasında yaşamlarını sürdürmektedir; gelinen nokta, siyasi yetkililer, ekonomik liderler ve sivil toplumdan sert tepkilere neden olmaktadır. Bu tez, uydu kasabası Tamesna'yı tanımlamakta ve değerlendirmektedir. Sorunu netleştirmek açısından dünyada uydu-kentler ile ilgili olarak geçmişte neler olduğunu bilmenin büyük faydası vardır; kentsel kalkınma uygulamasında neden giderek daha fazla yer alıyorlar, bunlar nedir ve neyi temsil etmekteler. İlaveten, yeni kasaba programı ihtiyacını teşvik eden faktörleri bilmek ve Tamesna şehrinin gerçekleştirilmesindeki esasişlevsizliklerin altını çizmek ve bakanlık tarafından alınan önlemlere erişmek ve amaca ulaşmak için çözümler bulmak gerekmektedir. Yukarıda belirtilen gerçeklerden yola çıkarak Tamesna vakasını kavramak için aşağıdakisoruları cevaplamak gerekmektedir. Bakanlığı yeni uydu-kent programını başlatmaya zorlayan kentsel ve sosyal unsurlar nelerdir? Tamesna şehrinin başarısızlıkla sonuçlanmasına ve onun bir yatı-kent'e dönüşmesine neden olan unsurlar nelerdir? Tamesna şehrinin şimdiki durumu nedir ve Tamesna sakinlerinin yaşam koşulları nasıldır? Tamesna şehrine ulaşmak ve onu gerçek bir kent merkezi haline dönüştürmek ve onu ilk hedefine ulaştırmak için bakanlığın yaklaşımı nedir? Böylece ve sonuç olarak, Yeni bir Şehir inşa etmeyi başarmak için yeni yöntem ve yollar önermek ve ayakta kalması için hayati önem taşıyan araçlar gerekmektedir.Anahtar Kelimeler: Bahçe Şehir, Uydu Kent, Kentselleştirme, Konutlaştırma Eksiği, Tamesna. Taking part in New cities program, launched in 2004 by the Ministry of Housing and Town Planning in Morocco, Tamesna, which is the second city established under this policy, was created to provide affordable housing to low-income residents, and a site for the resettlement of slum residents, as well as shift population from the region of the capital of Morocco, Rabat, and reduce the considerable deficit in social housing. Morocco have followed the model of France of 1960's, which is originated from England. Many other countries have followed the English model like Germany, France, Sweden, United States… but the experience of satellite cities in our case has indeed appeared as the home of a `mirror game` between England, France and Morocco considering the common historical background between the countries. Currently, Tamesna city, is far away from reaching the criteria of a satellite city, from the urban, social and sustainable aspects, yet thirteen years after its launch, we still notice theimposing gap between the discourse of actors of urbanization, and the execution and practice of space. This is due to the lack of anticipatory planning and dysfunction of the city's programming; the facilities, which are the element of stimulating the attractiveness of the city are almost non-existent. As a result, the city of Tamesna has become a dormitory town, and the inhabitants are living between the hope of an appropriate wellbeing, and a miserable reality of a city with no life, transportation, business, education, hospital or a minimum requirement for a decent life, to the point of arousing strong reactions from political authorities, economic leaders and the civil society. This thesis describes and evaluates the satellite town of Tamesna. In order to clarify theissue, it is important to know, the background of what is happening in the world concerning satellite cities, why they are gaining more and more ground in the practice of urban development, what are they and what do they represent. Additionally, it is necessary, to know the factors that urged the need of the new towns program, and tohighlight the major dysfunctions in the realization of the city of Tamesna, and the measures taken by the ministry to catch-up and find solutions to reach its objectives. Departing from the facts mentioned above, it is necessary to answer following questions to gain an insight into the case of Tamesna. What were the urban and social factors that forced the ministry to start the new satellite cities program? What are the reasons that caused the failure of Tamesna city and transforming it to a dormitory town? What is the current situation of Tamesna city and how are the inhabitants' living conditions? What are the measures approached by the ministry to catch-up and make Tamesna city a real urban center to reach its first ambitions? Thus, and by way of conclusion, it is necessary to propose ways to succeed in a possible reflection on the construction of a New City and present the vital instruments to recover.Keywords: Garden City, Satellite City, Urbanization, Housing Shortage, Tamesna.
