Yerel yönetimlerde halkla ilişkiler ve yeni arayışlar

Abstract

Kamu yönetiminin bir parçası olan yerel yönetimler ülke sınırları içerisindeki yerel topluluğa hizmet sunmak ve kamu yararı sağlamak amacı ile kurulan karar organları faaliyet alanı içerisinde yaşayan seçmen tarafından seçilerek göreve getirilen, tüzel kişiliğe haiz kuruluşlardır. Yerel yönetimlerde halkın yönetime katılması ve halkla ilişkiler hizmet sunumunda etkinlik ve demokratikleşme açısından son derece önemli ve belirleyicidir. Bu çalışmada yerel yönetimler ve halkla ilişkilerin dünyadaki ve ülkemizdeki tarihi seyri incelenmiştir. Ardından özellikle cumhuriyet sonrası, ülkemiz yönetiminin yönetim halk ilişkilerini etkin hale getirebilmek amacıyla yaptığı çalışmalara değinilmiş ve yapılan bu çalışmalar ışığında günümüzde yerel yönetimlere halkın etkin bir şekilde katılımı için neler yapılabileceği açıklanmıştır.

Local governments, as the parts of public administration, are the legal entities which were constituted for providing services and public utility to local communities within the borders of the country that they and their decision making bodies in the activity areas of them are elected by constituents living in these said local areas. Participating of people in the local government and the public relations are the most important determinants in providing services in view of efficiency and democratization.The historical process of the local governments and public relations in our country and in the world was examined in this study. Following this, it was mentioned about studies made by our country?s governments for activating relations between the administration and the public especially after the proclamation of the republic, and then, in the light of these studies, what can be done for participating of people effectively in the local governments is explained.
