Kamu sosyal güvenlik harcamaları ve Bursa ili örneği ile yeşil kart uygulaması

Abstract

ÖZET Bu çalışmayla halk arasında yeşil kart olarak adlandırılan ve maalesef bilimsel j olarak pek fazla üzerinde durulmamış olan, 3816 sayılı Ödeme Gücü Olmayan Vatandaşların Tedavi Giderlerinin Yeşil Kart Verilerek Devlet Tarafından Karşılanması Hakkındaki Kanun ve uygulanmasının da aksayan yönlerinin ortaya 1 koyulması amaçlanmıştır. Ayrıca bu aksayan yönlenn giderilmesine dair öneriler de çalışmamızda yer almaktadır. Çalışmamızı genel olarak üç kısma ayırmak mümkündür. İlk kısımda yeşil kart uygulaması ve dahil olduğu sosyal güvenlik kavramı hakkında teorik bilgiler yer almaktadır. Ayrıca gerekli yerlerde konunun daha iyi anlaşılması amacı ile örnekler kullanılmıştır. İkinci bölümde ise araştırmanın metodu ve araştırma yapılan yerlere ait çeşitli bilgiler ile farklı denek guruplarına uygulanan anketlerin sonuçlan yer almaktadır. Bu bölümün bazı yerlerinde şahsi görüş ve önerilerimde yer almaktadır. Üçüncü ve son bölümde ise konu hakkında farklı denek guruplarının, kişilerin ve kurumların görüş ve önerileri ile şahsımın görüş ve önerilerine yer verilmiştir. Görüş ve öneri kısmım da elimden geldiğince geniş tutmaya çalıştım. Bunun nedeni ise yeşil kart uygulaması ve sorunları hakkında elden geldiğince geniş bir uzlaşma sağlanmasına yardımcı olmak istememdir.

^ SUMMARY THE WHOLE PUBLIC OF SOCIAL SECURITY SPENDS AND THE BURSA PROVINCE EXAMPLE WITH GREEN Key Wards : The Whole Public, Social Security, Green Card, The Bursa Province. It is aimed by this study to demonstrate the limping sides of the application of the law 3816, that is known as Green Card law amongst the people also has not been adequately considered academically yet, and that concerns covering the medical treatment expenses of the people by the way issuing them a Green Card who has not enough power to pay for. Moreover, we have included the proposals about removal of the limping sides of the law into our study. We can separate the study in to three parts; The first part includes the Green Card application and the theoretic information related to the social security theory that consists the application, for the purpose of the subjects to be more understood, examples were given where necessary. In the second section the method of the study and some information about the places where the study carried out, as well as the results of the inquiry performed on the different experiment groups. Included my personal opinions and observations in some parts of this part. In the last-third-part I gave a place to the opinions and proposals of different groups, persons and organisations as well as my own opinions about the subject. I tried to keep the opinions and proposals parts longer as I could do. The reason for this is my willing to establish a wide agreement on the problems of the Green Card application. VI
