Türk ve Hollanda eğitim sistemlerinin ilköğretim yönetimlerinin karşılaştırılması

Abstract

ÖZET Bu araştırmada Avrupa birliğine üye ülkelerden biri olan Hollanda'nın eğitim sistemi ile Türk eğitim sistemi karşılaştınlmıştır. Bu araştırmada amaç Hollanda ve Türkiye eğitim sistemlerinde, ilköğretimde yönetimi yakından tanımak, iki sistem arasındaki farklılıkları ortaya koymaktır. Bu amacı gerçekleştirmek için iki ülkedeki ilköğretim okullarının kendi bütünlüğü içerisinde yönetim yapılan ele alınmıştır. Buradaki hedefimiz çalışmamız çerçevesinde objektif bir karşılaştırma yapmaktır. Değişen dünyada ülkeler sorunlarım çözerken birbirlerini dikkatle izlemekte ortak kararlar almaktadır. Birçok alanda ülkeler arasındaki karşılıklı izlemede ele alınan alanlardan biri de eğitimdir. Karşılaştırmalı eğitim bir ülkenin başka bir ülkenin eğitim sistemini aynen alması değildir. Sorunların çözümünde bilimsel anlayışı kuvvetlendirmektir. Benzer ve farklı sorunların çözümünde daha önce yapılmış çalışmalardan geniş bir çerçevede inceleyerek yararlanmaktadır. Çalışmanın birinci bölümünde eğitim sistemlerine etki eden doğal ve sosyal faktörler, ikinci bölümünde yöntem, üçüncü bölümünde Türkiye ve Hollanda eğitim sistemlerinin genel yapısı, dördüncü ve son bölümde, Türkiye ve Hollanda eğitim sistemlerinin ilköğretimde yönetim yapı ve süreçleri genel olarak karşılaştınlmıştır. Ulaşılan bulgular doğrultusunda karşılaştırmalar yapılarak, Türk eğitim sistemi çalışmayla ilgili öneri ve temenniler sunulmuştur Elde edilen bulgulara dayanarak Türkiye ve Hollanda eğitim sistemlerinin ilköğretimde yönetim yapı ve süreçleri genel olarak karşılaştırdığında, Hollanda'da yönetim ve yetki daha çok yerel otoriteye, Türkiye'de ise daha çok merkezi otoriteye ait olduğu sonucuna vanlmıştır. SUMMARY A COMPARİSAN OF PRIMARY SCHOOL MANAGEMENTS OFF TURKISH AND DUTCH EDUCATIONAL SYSTEMS Keywords: Primary school management, education, educational systems In this study, The Duch education system and The Turkish education system hate been compared. The aim of the study is to examine the adminstration pecularities of the Primany schools, to point out the differences of the two systems. Therefore, a wide search has been done comparing the Dutch and the Turkich education systems. To enlighten our purpose, the administrative patterns of both countries are taken under consideration. The geal is to frame an objective pattern. In the changing world the countries one dealing with their problems and try to solve them together in a stratejik way. So commen decisions are taven. One of these commen patbern is education uhich has on important rde in the development of the societies.A comparative education does not mean to take the same system of another country. But to enstrenyhten the scientific cognition and deal with the selutions of the similar or different problems in a wide range. At the first part of the study, the social and natural factors that effect the education system is given. At the second part the method. At the third part the general patterns of the Turkish and the Dutch education system is taken under consideration, at the fourth and the last part, the comparison of the Turkish and The Dutch education stuctures and processes are all given in a general form, and finally according to the data.Nelated proposals and suggestions are given in a whole complete form. As to the results, when the two education systems are compared it is shown that the adminstration and the related subjects in Hollanda are based upon local autherity whereas the Turkish ones are dependant on the central- autherity system.
