Abstract
Bu tez, çatışma yönetiminde müzakerelerin etkin, işlevsel ve başarılı bir araç olduğunu ileri sürmektedir. Bu tez de iki önemli konunun altı çizilmektedir. İlk olarak daha kapsamlı bir müzakere yöntemi ihtiyacının önemine değinilmektedir. Çatışma yönetimi bağlamında ortaya çıkan metodolojik çerçeveye rağmen müzakere çalışmalarında siyasi çatışmaların çözümüne yönelik kapsamlı bir yöntem geliştirilememiştir. Daha çok iktisat ve hukuk gibi alanlarda yaşanan çatışmaların çözümüne odaklanan ve siyasi çatışmaları göz ardı eden metodoloji, ağırlıklı olarak sert, yumuşak ve prensipli müzakere metotları üzerine yoğunlaşarak görüşme ve anlaşma safhası ile sınırlanmıştır. Fakat siyasi çatışmalar oldukça karmaşık süreçlerden oluşmaktadır. Bu karmaşıklık kapsamlı safha analizlerini de içine alan yeni bir müzakere yöntemi ile çözülebilir. Bu nedenle çalışmada; hazırlık, görüşme, anlaşma ve uygulama safhalarının tümünü içine alan ve çatışma yöntemi ile bağlılaşım kuran bir metodolojik çerçeve ortaya konulmuştur. İkinci olarak bu tez, müzakere terminolojisinde şemsiye kavramlara ihtiyaç duyulduğuna değinmektedir. Müzakere terminolojisindeki kavramsal çeşitlilik analiz edildiğinde müzakere safhaları ve müzakere çeşitleri konusunda bir belirsizlik ve yanlış anlaşılmaların yaşandığı görülmüştür. Bu sebeple müzakere terminolojisinde daha sürdürülebilir ve etkili bir kavramsal çerçeveye ulaşmak için şemsiye kavramlar oluşturulmuştur. This thesis argues that negotiations in the conflict management are effective, functional and successful tools. This thesis underlines two main factors. Firstly, it emphasized that there are requirement for a more comprehensive negotiation method. Despite the methodological framework in the context of conflict management, a comprehensive method has not been developed to resolve political conflicts in negotiations studies. The methodology that mostly focuses on resolving conflict which are in areas such as finance and law rights, and ignores political conflicts and it is mainly focus on hard, soft and principle method and limited itself within the talks and agreement phases. However, there are so many complex processes in political conflicts. These complexities can be solved with a new way of negotiation method that includes comprehensive phase analysis. For this reason, this study has been put forward a methodological framework that correlates conflict management methodology and covers whole phases of negotiation which are pre-talks phase, talks phase, agreement phase and implementation phase. Secondly, this thesis mentioned that there are the needs for umbrella concepts in the negotiation terminology. When the conceptual diversity in the negotiation terminology is analyzed the results have shown that negotiations phases and the types of negotiations are ambiguities and misunderstanding. For this reason, the umbrella concepts have been established in order to reach more sustainable and more effective framework in the negotiation terminology.
