Abstract
Osmanlı Kuruluş Tartışmalarına Eleştirel Bir Bakış, üç argüman üzerinden gelişmektedir. Birincisi, Osmanlı 'kuruluş' sorununun kendisinin sorun olduğunu iddia etmesidir. Bu argümanla, Osmanlı 'kuruluş'una dair tartışmalarının ancak kendisine özgü bir tarih oluşturarak tarihsel ve toplumsal bir meseleyi anlamaya çalıştığı iddia edilmektedir. Ancak kendisine özgü bir tarihi olan bir alan olarak Osmanlı 'kuruluş'u sorunu, kendi içinde bir sarmal da oluşturmuştur. Bu çerçevede Osmanlı 'kuruluş' sorununun ana gövdesini, Gibbons'un ırkçı ve kana dayalı açıklaması; Wittek'in gaza tezi ve onun yan unsurları olarak kendisine özgü bir çekirdek ve uç toplumu olma özelliği ve Köprülü'nün tarihsel ve toplumsal bir tekâmül ve terkibe ağırlık veren, ancak Cumhuriyet'in oluşturduğu Osmanlı imajıyla da uyumlu kılınmaya çalışılan oluşturmaktadır. Sonraki bütün 'kuruluş' varsayımları bu üç kurucu babanın görüşlerinin yeni bir kılık altında sunumundan ibarettir.İkinci argüman, kurucu babaların Osmanlı'ya dair kendi özel bağlamları olduğuna dairdir. Gibbons'ın tezi, bir 'Amerikan bilinci' olarak tanımlanabilecek ve Wilsoncu bir uğrakta ortaya atılmış, evrimci bir hayatta kalmayı önplana çıkaran bir tezdir. Wittek'in tezi, kendi Alman geleneğinde izleri bulunan, ancak Osmanlı ile Avusturma-Macaristan'ın Birinci Dünya Savaşı öncesi oluşturduğu ittifakı da temel alan mesiyanik bir görüşü içerir. Köprülü'nün tezi ise, Osmanlı için önemi haiz alanları işaret etmesine rağmen, Cumhuriyet'in idealleri karşısında bunları savunamaz bir biçimde kurar.Üçüncü argüman ise, hakimiyet telakkisini dikkate almayan bir 'kuruluş' varsayımının Osmanlı'yı tarihsel mevcudiyeti ve toplumsallığı ile kuramayacağına ilişkindir. Osmanlı 'kuruluş' varsayımlarında da, Osmanlı'nın sonraki dönemlerine dair de ortaya çıkan hâkimiyet telakkilerini eleştirel bir okumaya tabi tutan Osmanlı Kuruluş Tartışmalarına Eleştirel Bir Bakış, bu telakkilerin sıkıntılarına işaret ederek, bunların hangi bağlama yerleştirilmesi gerektiğini işaret etmeye çalışmaktadır. Bu çerçevede Osmanlı Kuruluş Tartışmalarına Eleştirel Bir Bakış, bu konuda yapılan son çalışmalar ışığında, 'kuruluş'a dair varsayımların oluşturduğu sorundan kurtulmadan Osmanlı hâkimiyet telakkilerinin incelenemeyeceğini ileri sürmektedir. A Critical Approach to the Ottoman 'Foundation' Debates has three main arguments. First one is that the problem of Ottoman 'foundation' is in itself a problem. This argument implies that the debate on the 'foundation' of Ottoman Empire tries to construct the Ottoman history and society only if it has a unique history of its own. But this unique history, apart from disconnecting the Ottomans from the general historical approaches, has a spiral feature: it evolves around the three main assumptions developed by three founding fathers of Ottoman 'foundation' debates. One is Gibbons' racial assumption that depends on how early pagan Ottomans have formed a unique race by a mixture of blood with Byzantian Greek population, both converted to Islam at the same time. Second is Wittek's ghaza thesis with its emphasis on how Ottomans was a uc society evolved around a populist understanding of the Islamic culture which was its 'core', its 'nucleus'. Third is Köprülü's assumption that tries to explain Ottomans with an outlook of historical evolution and synthesis that emphasizes the principality of Turkic elements.Second argument that is related to first one is this: the assumptions of the founding fathers of the Ottoman 'foundation' debates have their own contexts. Gibbons' thesis assumes a Wilsonian moment with its 'American consciousness`: in a new world order that was about to appear an Ottoman race that was once fit to live is no more appropriate to has a life because of its 'blood' and Mohammedan elements. Wittek's assumption takes the alliance of the Ottomans and Habsburgs before the First World War into consideration as its starting points. Köprülü's assumption, although tries to show how an Ottoman history properly should be read, has some limits with respect to Republic's ideals that takes Ottomans its own counter-image.Third argument is related to the question of how Ottoman understanding of sovereignty should be taken into consideration, especially with respect to 'foundation' debates. It is argued that Ottoman 'foundation' debates was and is still enveloped in such a way that they lack any proper notion of sovereignty. A Critical Approach to the Ottoman 'Foundation' Debates discusses the issue of how an Ottoman understanding of sovereignty can be argued with its political theological implications.
