Dağıtık yerleşkeli patlayıcı madde depo yer seçimi ve uygulaması

Abstract

Tesis yer seçimi problemlerine yönelik çalışmaların belirli bir olgunluğa ulaştığı ve ayrı bir disiplin haline geldiği; bu kapsamda problemlerin niteliği, çeşidi ve alanına bağlı olarak birçok yöntem, model ve örnek bulunduğu, ancak mühimmat deposu yer seçimi ile ilgili yapılan çalışmaların sınırlı olduğu tespit edilmekte, ihtiyaç duyulan miktarda mühimmatın uygun şekilde temin edilememesinin savaşta mağlubiyete sebebiyet vereceğinden hareketle, muharebe sahasında kullanılan silahların mühimmatının dağılımının planlanmasına yardımcı olmak üzere karar vericiye destek sağlamak hedeflenmektedir. Bu çalışmada amaç, mühimmat depo yerlerinin belirlenmesini sağlayacak depo yeri seçim sistemini ortaya koyacak bir metodoloji önermektir. Bu doğrultuda literatürde geçen tüm kriterler incelenmekte, sınıflandırılmakta, hazırlanan anket formu ile konunun uzmanlarından alınan sonuçlar değerlendirilerek çalışmada kullanılacak kriterler belirlenmektedir. Belirlenen kriter ağırlıkları yeni bir anket ile konunun uzmanlarına ikili karşılaştırmalar yaptırılarak ve Analitik Hiyerarşi Proses (AHP) yöntemi kullanarak hesaplanmaktadır. Bu ağırlıklar Coğrafi Bilgi Sistemine (CBS) giydirilerek gerekli analizler yapılmakta, alternatif bölgeler tespit edilmekte ve mevcut depo yerleri de dikkate alınarak bu yerler içerisinden etkin olanlar belirlenmektedir.

It's been ascertained that, the studies about facility site selection have reached to a certain level of maturity and have become a separate discipline. Depending on the nature, type and area of site selection problems; several model, method and sample studies can be found in the literature. However there have been only limited numbers of ammunition depot site selection studies up to date. With reference to the fact that, during a war lack of ability to supply sufficient amount of ammunition in the proper method will result in defeat; it's intended in this study to provide help and support to the decision makers in planning studies for the distribution of the weapon systems ammunition in the combat area. The main purpose of this study is, to propose a methodology and to exert a system for determining the locations for the ammunition depot facilities. For this purpose, all the criteria existing in the literature have been examined and categorized. After applying a questionnaire to the experts of the area and evaluating the results of it, the criteria to be used in this study have been determined. After that, by having the participants use dual comparisons of the criteria and using AHP method, a second questionnaire have been applied to calculate the weights of the determined criteria. Later on, alternative site locations are determined by mapping out these calculated weights onto Geographical Information Systems (GIS) software and analyzing them with it. Finally, by taking the current depot locations into consideration, effective sites are selected among these alternative locations.
